Regarding torture: The US executed Japanese military officers - TopicsExpress

Regarding torture: The US executed Japanese military officers after WW2 for having water boarded - and called it a war crime. If we dont prosecute those who do it now, do we owe the Japanese an apology? 1949 Geneva convention article 3 which the US signed: To this end, the following acts are and shall remain prohibited at any time and in any place whatsoever with respect to the above-mentioned persons: (a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture; This is called international law. Is the US obligated to follow it? Or do we only use it when other countries violate it as an excuse to invade their country and over through their governments?
