Regardless of who is in control in Yemen, water will be an issue. With 90% of national water consumption occurring in the agriculture sector, finding ways to harvest and use rainwater -- which the Yemenis have successfully done for thousands of years -- will become even more important. I drafted the attached water harvesting concept paper in 2012 while working on the design of agriculture project for USAID Yemen.
