Regular Meeting - December 13, 1927. The Board of County Commissioners met in regular session on the above date with the following members present, C. H. Overman, chairman, C. H. Jernagan, E. L. Joyner, W. C. Temples, and W. J. Wells. The minutes of the meeting of Nov. 8th, were read and approved. On account of the death of Mrs. Oliver Jernagan, mother of commissioner C. H. Jernagan, the board adjourned until 1 oclock, for all members to attend the funeral. Same was approved and ordered paid from respective districts: District #1-A 1.83 #2 29.90 #3 54.28 #4 9.99 #5-A 1.28 #6 18.59 As per resolution passed by the Board at their regular meeting under date of November 8th, check was drawn on the Publicity fund for $25.00 in favor of the Gulf Coast Highway Association. The following resolution was adopted: The minutes of the above meeting, of date July 5, 1927, are hereby amended by order of the Commissioners for the purpose of correcting same and to show that the above meeting was recessed until July 12, 1927, for the purpose of receiving the Tax Roll from the Tax Assessor and to show that the Tax Assessor was allowed further time (until July 12, 1927) for completing and presenting his Tax Roll. Adopted and approved this the 13th day of December A. D. 1927. C. H. Overman, Chairman T. W. Jones, Clerk. The following resolution was filed: RESOLUTION. Whereas Mrs. Jas, Grant and Mrs. Ora L. Holland have made application to the Board of Public Instruction of Santa Rosa Co. for aid through the Widows Pension Fund, both being a widow and having children in school, and Whereas, it is the duty of Mr. H. L. Campbell to investigate said applications and to report same to the Board, and Whereas, Mrs. Campbell has made such investigation and recommends that Mrs. Jas. Grant and Mrs. Ora L. Holland be allowed twelve dollars and fifty cents ($12.50) each per month for a period of three months/ Therefore, Be it Resolved by the Board of Public Instructions of Santa Rosa County, Fla. in open session, that we recommend to the Board of County Commissioners of Santa Rosa County that they pay Mrs. Jas. Grant and Mrs. Ora L. Holland each twelve dollars and fifty cents per month for a period of three months. First warrant to be drawn for the month of November. And that said amounts to be drawn on the Widows Pension Fund. Done in open session, this 6th day of Dec. 1927. J. E. Williams, Chairman J. C. Word, Supt. and Sect. The Clerk of the Board presented to the board a bill from A. B. Vance of Miami Florida for $84.85 for supplies he claimed to have sold to E. M. Magaha County Judge for the County Judges office in November 1921 and for which the county commissioners had never received a bill. After some discussion and due consideration the clerk was instructed to notify Mr. Vance that they had no knowledge of the accounts and as the same had not been presented within one year from the time said calim became due it is barred under Section 2941 General Statutes and that the County Commissioners have no authority to pay the same. A communication was received from W. G. Child Commander U. S. Navy, acting Commadant, relative to the Town Point or Peninsula, Road right-of-way, on motion carried same was referred to the chairman to be handled in the proper manner. Communication from the pardoning board relative to time allowed prisoners for good behavior was read and ordered filed and referred to the sheriff. Communication from G. W. L. Smith of Brewton, Ala. to the construction of road in road bond district #6 leading from Milton to Dixonville and referred to the chairman and the clerk. On motion of W. C. Temples, and seconded by W. J. Wells and duly carried, Mr. C. H. Overman was authorized to advertise for the improvement of the Milton-Bagdad road from the L & N Depot to the school house in Bagdad. The Clerk presented his semi-annual report to be mailed to the Comptroller to the board for their approval. After due consideration same was approved. A communication was received from Governor John W. Martin, relative to the condition of Molino bridge, was read, and chairman Overman was authorized to write a letter in answer to same, letter to be signed by all members of the board. J. G. Hudson, Farm Demonstration Agent and Miss Ethyl Holloway, Home Demonstration Agent, filed their annual report with the Board. Same was approved. A petition or a request signed by about 240 citizens asking that some steps be taken to eliminate the damage and the loss of life and property at railroad grade crossings in Santa Rosa County. On motion unanimously carried it was ordered that the petition be filed for future reference. On motion of Mr. Wells seconded by Mr. Temples and carried, it was ordered that with the approval of the Comptroller Mr. Amos, the balance of $ in the Court House fund be transferred to the Court House Sinking Funds and for this purpose the following resolution was adopted: A RESOLUTION. WHEREAS, there remains in the Court House Fund of the County the sum of $6,060.70, which sum is not needed in said fund at the present time, and WHEREAS THERE IS A DEFICIENCY IN THE Court House Sinking Fund of said County, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Santa Rosa County, Florida, in Regular Session at the Court House on this the 13th, day of December A. D. 1927, and the said is hereby resolved: 1. That with the approval of the State Comptroller of the State of Florida there be, and is, hereby transferred the sum of $6,060.70 from the Court House Fund of said County to the Court House Sinking Fund of said County. Mr. R. G. Patterson representing the firm of Johnson, Drake and Piper, Inc. the grantee of certain franchise heretofore granted by this board for construction of bridge across Pensacola Bay, having previously notified this board by letter (said letter being ordered filed) and requesting that the Northwest Florida Corporation be selected to make the engineering survey as provided in said franchise. On motion of W. J. Wells, seconded by W. C. Temples and unanimously carried, the following resolution was adopted: WHEREAS Johnson, Drake & Piper, Inc., has notified the boards of County Commissioners of Escambia and Santa Rosa Counties, Florida that having completed the traffic survey for the toll bridge provided for in the franchise resolutions of said boards, adopted June 12, 1927, it will now proceed with the engineering survey as provided for in said franchise and that Northwest Florida Corporation, a corporation has been selected, designated and employed to make such engineering survey and requests the approval of said boards of such election and designation, NOW THEREFORE: BE IT RESOLVED by the Boards of County Commissioners of Escambia and Santa Rosa Counties, State of Florida: That the selection and designation of said Northwest Florida Corporation, a corporation to make the engineering survey for the bridge mentioned in said resolution of June 12, 1927, be, and the same is hereby approved. On motion of C. H. Jernagan, seconded by W. J. Wells, and unanimously carried it was ordered that the engineer have the trees that now remains on the Court House square all removed except the little cedar and that the Engineer notify the American Legion to move that. Mrs. Mattie McD. Monroe presented her bond as Notary Public with J. Frank Smith and J. H. Stewart as sureties in the sum of Five Hundred Dollars. Same was approved. On motion made and carried, relative to paupers outside the Poor Farm, the chairman and Clerk were ordered to write letters to each of them who are now drawing warrants from the County, notifying them that the warrant they receive in February will be the last until they make new application. Moved by com. Jernagan, seconded by com. Joyner that the chairman of this board continue negotiations with the State Road Department regarding approval of location plans and specifications for State Road No. 37 in Special Road & Bridge District No. 6, and the question of the same being maintained by the State Road Department and that the County Engineer Mr. Carter proceed with the final location, securing right-of-way deeds and preparation of plans and specifications and estimates and have sufficient data at the regular meeting of this board in January 1928 to enable this board to advertise for the construction of this road and sale of bonds. The bids for the work and the sale of said bonds to be offered at the February 1928 meeting of the board. Moved by comr. Joyner, seconded by comr. Wells, that six thousand feet of cypress bridge decking at $45.00 be bought from A. L. Adams to be delivered at Chumuckla Springs Bridge for repairs. That the Engineer be directed to prepare estimates of cost of repair of this bridge and report to the Board at the January meeting. On motion, the clerk was ordered to write Huggars Brothers, relative to defective boilers in C. H. Moved that the County Engineer be and is hereby authorized to have bases placed for the white way lights around the Court House square at a cost not to exceed $100.00. On motion carried, it was ordered that a warrant be drawn in favor of Mr. Tom Spicer for $10.00 from the General fund to assist him, on account of him being blind. Upon motion of Comr. Joyner and seconded by Comr. Wells it was resolved that the Escambia County Board be notified that the Board is now ready to proceed with the protection work on Freedom Bridge. On motion, the clerk was ordered to purchase a seal for the use of this board. County Engineer Carter reported that a satisfactory compromise had been made between the property holders on the short road at Jay which had been in dispute and that this road had been opened up and the matter amicably settled.
