Regular Meeting - January 9, 1917 Regular meeting of the Board of County Commissioners, met this date, present J. F. Poore, Chairman, J. E. Keene, W. J. Wells, J. P. Diamond and J. D. Johnson. Minutes of the previous meeting was read and approved. Mr. J. E. Keene, offered the following resolution, as a regular order of the Board, for this Term, as follows, to-wit:- 1. Call to Order. 2. Reading of Minutes of previous meeting. 3. Report of the Depositories. 4. Report of County Officers. 5. Any other unfinished business. 6. Petitions. 7. Communications. 8. Report of Road Supervisors. 9. Bills and accounts. 10. Miscellaneous Business. 11. Reports or recommendations from Board Members and Clerk. 12. Adjournment. On motion same was unanimously adopted. The report of County Officers were received, examined and ordered filed as follows, to-wit: J. T. Wiggins, County Judge, fines imposed, $364.50 Licenses collected, 89.25 L. M. Rhoda, Justice of the Peace, Dis #1, Fines 482.00 A. H. Allen, Tax Collector, Polls collected, 16.00 W. W. Clark, Attorney for the Board, was called, and ask for his opinion, in re to appointing Road Summonsers, and Assistant Deputies, and in his opinion, the Commissioners can not appoint Summonsers and Deputies, that the Summoning of persons to work on the Public Roads, must be done by the District Deputy himself. The following persons filed their Bonds as Deputy Sheriffs, which were examined and approved, as follows, to-wit:- Felix Ellis, with D. T. Williams and J. M. Holland, as Suretiess, C. J. Sullivan, with H. S. Bates, and S. J. Stewart, as Sureties, R. P. Broxson, with Wm. Barry and Charles Mason, as Sureties, S. H. Lowery, with M. N. Fisher and H. S. Bates, as Sureties, G. C. Harvell, with M. N. Fisher and H. S. Bates, as Sureties, W. L. C. Lowery, who had been elected November 7th., 1916, as County Surveyor, filed his bond, signed by E. W. Campbell, T. Hawsey and J. T. Nowling, as Sureties. O. J. Locklin, sends his bond as Notary Public, with F. H. Cobb, Jr., and M. F. Odom, as Sureties, and on motion same was approved. Mr. H. Roe, presented his bond as Notary Public, with M. N. Fisher and F. W. Stevens, as Sureties. On motion same was approved. William Broxson, Member of Board of Public Instruction, presented his bond for $2,000.00, signed by the Fidelity and Deposit Company of Maryland, as Surety, on motion same was approved. Lige Williams, Constable for District No. 9, presented his bond with J. M. Wells and A. Lowery, as Sureties, on motion same was approved. J. B. Sanders, Contractor for the approach to the Lower Coldwater Bridge, presented his bond, signed by W. B. H. Adams, Roland Brown and H. Fields, in the sum of $800.00, for the faithful performance of his contract, on motion same was approved. Emmett & Jernigan, presented their bond, as Contractors, for the construction of the two concrete bridges on the Milton & Chumuckla Mineral Springs Road, for $800.00 signed by C. S. Hamilton and W. W. Wolfe, in the sum of $800.00, and on motion same was approved. Bids for the opening up of a Public Road from Munson to McLellan, as per advertisement, was now taken up, and the following bids were received; W. C. Temples, $110.00 per Miles. J. P. Beck, $ 75.00 per Mile. Mr. J. P. Beck, being the lowest and best bidder, contract was awarded Mr. Beck at Seventy five dollars per mile. Mr. C. E. Sudmall, came before the Board, in re to placing a phone at the Poor Farm and made proposition to install the same and furnish the phone at $3.50 per month, on motion it was ordered, that Mr. Sudmall be instructed to place a phone at the Poor Farm, at the above price. It was ordered that Clerk and Chairman, be instructed to investigate the accident to Mr. Hart, with reference to his remaining at the Poor Farm. Mr. C. E. Hamilton, came before the Board and requested that Commissioners install an electric light in front of the Toilet in the rear of the Court House, and if they would do so, the City would maintain the light. He also stated that the cost of installation would not exceed $3.25. On motion it was ordered that this be done. B. W. Bray, presented his bond, for carrying S & W. Revolver 32 Caliber No 214959 with A. H. Smith and T. W. Jones, as Sureties. On motion same was approved. It was ordered that Warrants be drawn for $80.00, balance due Town of Milton, as their porata share of Road Tax for 1915 taxes, making a total of $412.00 paid the Town of Milton, for this Tax. It was ordered, that the Clerk be instructed to have the Bridge Keepers House across the River, at Milton, insured for the sum of $200.00 in some good Insurance Company. On motion, it was ordered, that each Commissioner, be allowed $250.00 each month to expend on Roads and not to exceed this amount, unless by special action of the Board. Clerk was instructed to write Austin Brothers, for prices on No. 1 and No. 2 Graders. There being no funds for the payment of Road and Bridge work and General expenses County work, no warrants were issued for the payment of bills in these two funds, but the following bills were ordered paid from the fine and forfeiture fund, to-wit:- Fine & Forfeiture Fund.
