Release of Prisoners – Lal Singh at Nabha Jail Badal misleading people – Phoolka The claim of CM Punjab S. Parkash Singh Badal that he has written to the Governor of Gujarat for Release of Lal Singh is highly misleading. The Governor of Gujarat in a letter written to Mr. Kuldip Nayar – Journalist and H.S. Phoolka- Senior Advocate has informed that the matter pertains to the Administrative jurisdiction of Punjab Govt. and the Gujarat Governor cannot interfere in the matters of Punjab Govt. A scanned copy of letter is enclosed. Lal Singh is imprisoned in Nabha Jail since 24 years. The High Court has 3 times recommended the Govt. to consider his case for release but unfortunately he has not been released. Gujarat Govt. is throwing ball into the Corte of Punjab Govt. and Punjab Govt. throw is back in the Corte of Gujarat govt. No one has taken a decision. In its judgment dated 23rd August 2012, Punjab & Haryana High Court stated that there is no allegation against Lal Singh of committing any murder or any other act and therefore recommended the govt. to consider the case of his release. A representation sent by Mr. Kuldip Nayar- Journalist, H.S. Phoolka- Senior Advocate, Colin Gonsalves- Senior Advocate and Sh. N.D. Pancholi- Secretary, Citizens for Democracy to Governor of Gujarat to release Mr. Lal Singh. A scanned copy is enclosed. In response to this representation, a reply received from the Office of the Governor of Gujarat that the matter pertains to the jurisdiction of Punjab Govt. which means that it is Punjab Govt. which can take the decision to release Lal Singh. It is highly unfortunate that when the Gujarat Governor has taken a categorical decision that Punjab Govt. is competent to deal with this matter, then why the Punjab Govt. has not taken any decision till today. On the other hand the Chief Minister S. Parkash Singh Badal is misleading the people by not bringing the complete facts in public. S. Gurbaksh Singh Khalsa is on Fast since last 50 days. Punjab Govt. should follow the recommendations of Punjab & Haryana High Court and should release Lal Singh forthwith. H.S. Phoolka – Senior Advocate Ph: 9811021916
