Request for Consultancy - Life Skills - Care Standards Project I. Project Background Save The Children is currently implementing a project “Raising standards Initiative for Childcare in Egypt “.The project aims to improve care and protection for 450 children, through application of minimum standards in the "Classification Center” (CC), which serves as the central referral mechanism for all children in Egypt referred to district level government care institutions, and Dor El Tarbia in Cairo. The project is piloting the introduction of the minimum care standards in 2 care institutions and provide the foundation for replicating care standards in the longer term in all MISA children’s institutions reaching approximately 6,000 children in institutional care in Egypt. The application of care standards in the 2 centers aims at improving the system for assessing cases and decision making on referrals and support cases where children can be reintegrated within their families or communities as an alternative to institutional care. SC also promotes and supports networking and coordination between civil society organizations, Government supported local Protection Committees and the MISA, linking the Classification Centre with community-based NGO care service providers to promote greater opportunities for reintegration and provision of alternatives to institutional care. Overall Objective of the assignment: Save the Children is seeking a training consultant with experience in youth development and empowerment to develop and implement a life skills program for children without appropriate care aging 14-18 years old. The program aims to provide youth with the following umbrella skills: self awareness, interpersonal skills, planning and initiative taking. I. Responsibilities of Life skills facilitators : • Review Save the Children existing life skills manuals (Desk Review) • Develop life skills manual for children without appropriate care highlighting the following skills: self awareness, communication skills, problem solving, planning • Conduct ToT for a limited number of social workers/ and youth on manual for co-facilitation • Co-facilitate the life skills program sessions for children aging 14-18 • Co-organize and facilitate closing day to present outcomes of the life skills program VI. Suggested Time Frame - The month of August 2013 – November 2013 VII. Deliverables Training agenda/materials for ToT training on manual Training agenda/materials for children workshops Life skills manual for youth Plan for closing day Final report on the overall assignment VIII. Management: The consultant will be directly reporting to the project officer. Confidentiality and Record of Right: All materials, reports and other documents produced by the consultant under this consultancy will be the sole property of Save the Children. The consultant will maintain high level of confidentiality with external actors/stakeholders, with regard to all the materials and reports produced under the consultancy. For any use of the produced materials/reports/documents, other than for the purpose of the projects and Save the Children Egypt program, the consultant must receive consent from Save the Children in writing. Child Protection Policy Save the Children is a child rights organization where all its staff and consultants, associates, and vendors sign off Save the Children’s Child Protection Policy that aims to reduce the possibility of incidence of child abuse and exploitation. The consultant will sign and abide by Save the Children’s child protection policy along with the agreement. Person Specific: The consultant will have the following essential qualifications and experience: • Must have a minimum of 5 years of experience in capacity building and developing manuals • Must have a solid experience in working with the mentioned target group of children • Must have a solid understanding of child rights and child participation • Must demonstrate experience in delivering training in creative and artistic way.
