Request for proposal For the Supply and Installation of an e-Learning Development Solution 1.0 MANAGEMENT SUMMARY ATC is inviting proposals for the supply of an e-Learning solution that will convert the existing Leadership for Change Course into SCORM (Sharable Content Object Reference Model) in a manner that the course can be disseminated through offline Digital Course Packs – DCPs. Bidders may submit their proposals on or before Friday October 24th, 2014 at 2.30 pm, in a sealed envelope clearly marked: ‘‘PROPOSAL FOR SUPPLY AND INSTALLATION OF AN E-LEARNING SOLUTION FOR LEADERSHIP FOR CHANGE TRAINING PROGRAM and addressed as stated elsewhere in this document. 2.0 TENDER INFORMATION 2.1 Background The Agri and Co-operative Training and Consultancy Services Ltd. (ATC) is a capacity development and consultancy services provider registered as a private company, wholly owned by the Co-operative University College of Kenya (CUCK). ATC is recognized as an active player in the private sector development in agriculture in Kenya and the Region, through the provision of quality training and consultancy services in agribusiness, co-operative rural development and associated sectors of the economy. ATC was launched in July 2004 as the Agribusiness Training Centre. ATC was formally registered as a private company limited by guarantee in, 2007. It operates on a commercial and cost-recovery basis and enjoys a great deal of institutional autonomy in order to deliver competitive services in a fast and cost-effective manner, in line with the expectations of clients. It works within the overall framework set by the University’s Governing Council. 2.2 Mode of deployment and operation After the award of the bid and contract signing, the project team from the bidder and ATC will meet to fine tune the functional requirements, deployment strategy and project methodology. The installation, configurations, testing, training and commissioning will follow. After successful commissioning of the solution, an SLA and a comprehensive annual maintenance and support contract will be entered into with the vendor for a minimum of one year. 2.3 Bidders’ Qualifications This invitation for bids is open to organizations with the following qualifications:- i) Experience of having supplied and installed such a solution in at least three (3) organizations with the same size as or bigger than ATC ii) Proven record and knowledge of content development and transforming into an e-Learning environment. iii) A proven track record of supply and installation of eLearning solution that has been documented and can be verified without any challenges or qualifications. iv) A strong and robust pool of ICT professionals, preferably certified in the proposed technologies. At least two (2) qualified professionals should be assigned to this project 2.4 Documents Establishing Bidder’s Qualification The bidder shall furnish, as part of the bid documents establishing bidder eligibility/qualification in addition to the bidder’s qualification mentioned in clause 2.2, the following:- i) An illustration that will highlight an understanding of ATCs e learning requirement as indicated in this RFP. ii) A brief but inclusive company profile that will bring forth the bidding company’s attributes as being capable of providing the required services to ATC. iii) The proposed project methodology/deployment strategy. This shall be broken down and enumerated into activities with the linkage to the ATC e learning solution specification and requirements. This should also include the integration requirements, project deliverables and reports. iv) A profile of the company staff strengths i.e. academic and professional qualification and their experience, clearly indicating the ones who will be deployed to ATC for this project. v) Copies of all academic and professional certificates of the proposed professional staff from the relevant professional and statutory bodies. vi) Support structure. vii) Cost – The costs should be broken down as follows; 1) Solution one-time costs 2) Installation, configuration and any other professional fees 3) Costs for e-learning materials to be uploaded on the Digital Course Packs 4) License costs per year 5) Maintenance and support costs per year. Clearly indicating cost. 3. TERMS AND CONDITIONS FOR THE PROPOSAL ATC invites the vendors’ attention to the following terms and conditions which underline this RFP. 3.1 Liabilities of ATC This RFP is not an offer by ATC but an invitation for bidders’ responses. No contractual obligation on behalf of ATC whatsoever shall arise from the RFP process unless and until a formal contract is signed and executed by duly authorized officers of ATC and the bidder (s). 3.2 Contract with the Bidder ATC will enter into a contract with the bidders who will have presented the most competitive proposal based on all the attributes and qualifications as requested in 2.30 above. Bidders are therefore requested to adhere to complete submission of proposals which should clearly bring up the stated attributes. 3.3 Proposal Process Management ATC reserves the right to accept or reject any or all proposals in the RFP process, and without re-issuing the RFP. Bidders shall be entirely responsible for their own costs and expenses that are incurred while participating in the RFP and subsequent presentations, site visits and contract negotiation processes. 3.4 Date of Bid Expiration Due to the nature of the evaluation process, approval and procurement activities that may occur, proposals must be valid for a minimum of 120 days from the last date of proposal submission. 3.5 RFP Ownership The RFP and all supporting documentation/templates are the sole property of ATC and should NOT be re-distributed without prior written consent of ATC. Violation of this would be a breach of trust and may, inter-alia cause the bidders to be irrevocably disqualified. The aforementioned material must be returned to ATC when submitting the proposal or upon request. However, bidders can retain one copy for reference. 3.6 Proposal Ownership The proposal and all supporting documentation submitted by the bidders shall become the property of ATC unless the Company agrees to the bidders’ specific requests, in writing, that the proposal and documentation be returned or destroyed. These will be handled with all confidentiality tenets and will not be divulged to any third party without the bidders express permission. 3.7 Bidder Status Each bidder must indicate whether or not either they have any actual or potential conflict of interest related to contracting services with ATC 3.8 Confidentiality The bidders are requested to maintain strict confidentiality over all matters. They shall not disclose any information about The ATC which may be in their custody by virtue of this RFP to third parties without prior authority from ATC. 3.9 Security The Bidders’ proposal must include a plan to safeguard the confidentiality of ATC business information, legacy applications and data. 4.0 Submission and Acceptance of Vendor Proposals Proposal Delivery Bidders must ensure that the proposals are delivered in the formats described in the earlier section(s) to the following address: THE Ag.
