Requirements for Afghanistan 1- Information Security – Senior (Engineering) The performance of this service requires 3-5 years of IT engineering experience, primarily in network security devices and security information event management systems. The Engineering (Information Security) Senior: • Receives technical and operational guidance from the Engineering (Systems) – Senior Lead and executes project or task requirements accordingly with minimal to no supervision. • Requires fluency with CENTRIX-I, NIPRNET, and SIPRNET. • Requires familiarity with the CJOA-A and how CND is executed in the CJOA-A. • Conducts Site Surveys (Section 3.5.1), analyzes the collected data, and performs necessary calculations to make technical recommendations, then prepares or provides input for C4 EIPs (CDRL A005, A012). • Requires an understanding of integrating Information Assurance/Security principles into network and database designs, demonstrating knowledge of Federal, NSC, and DoD Information Security regulations, publications, and policies. • Provides security engineering services and support for all networks and secure environments, as required within the CJOA-A. • Coordinates with Certification and Accreditation personnel to develop and/or update certification and accreditation documents to ensure all engineering solutions provided by this contract meet DoD 8500.2 and DoD 8500.01E regulations. • Maintains a secure, archived, accessible library of all documents related to security, certifications and accreditation changes for modifications made to the network by personnel providing service for this contract. • Possesses the ability to quickly identify, diagnose and provide solutions to complex problems, requirements and integration of various technologies, which may require out of the box thinking and innovation. • Current TS security clearance with SCI eligible. Network – Journeyman (Engineering) The performance of this service requires 1-3 years IT engineering experience, primarily in network infrastructure solutions. The Engineering (Network) Journeyman: • Receives technical and operational guidance from the Engineering (Network) - Senior Lead and executes project and task requirements accordingly. • Requires minimum one year experience engineering IT solutions for NIPRNET, SIPRNET, and CENTRIX-ISAF (or other CENTCOM CX network environment). • Requires minimum one year experience engineering IT solutions in Afghanistan, Iraq or other High-OPTEMPO environment within the CENTCOM AOR. • Able to demonstrate understanding of Military operations and interagency coordination and communication in a Joint-Operational environment. • Preferred Certifications: CCNP or higher level Cisco networking certification and Security+ or higher level 8570.1 certification • Current Secret security clearance. Network -Senior Lead (Engineering) The performance of this service requires 5-8 years IT engineering experience, primarily in the design and implementation of network infrastructure solutions. • Receives operational guidance from 335th SC - Afghanistan Leadership and Task Lead, and manages network infrastructure project and task requirements accordingly. • Advises 335th SC – Afghanistan leadership on communications engineering efforts and provides technical recommendations for current projects or initiatives being considered. • Applies Project Management best practices in the synchronization and coordination of the development and execution of network infrastructure solution requirements, ensuring engineering projects are completed in a timely manner with quality results. • Conducts action officer level engineering meetings with CENTCOM CJ6, 335th SC, SWACC, IJC J6 and J65 Plans, Task Force Signal, and their successors. • Develops Signal Concept of Operations (CONOPS) documenting project requirements. • Oversees the development and edits C4 Engineering Installation Plans (EIPs) governing project execution, and validates the plans (CDRL A005). • Coordinate procurement of required assets for project execution. • Ensure synchronous project execution with J65 Plans and CJOA-A NetOps elements. • Maintains 100% Network Team personnel accountability. • Coordinates Network Team personnel movement and assignments throughout the CJOA-A to support requirements based on 335th SC – Afghanistan priorities. • Provides accurate and timely reporting to key leaders and stakeholders to include the Weekly Status Report and Projects Tracker updates. • Requires minimum two years experience engineering IT solutions for NIPRNET, SIPRNET, and CENTRIX-ISAF (or other CENTCOM CX network environment). • Requires minimum two years experience engineering IT solutions in Afghanistan, Iraq or other High-OPTEMPO environment within the CENTCOM AOR. • Minimum requirement: Current Secret security clearance with eligibility for Top Secret (TS) security clearance. Voice – Senior (Engineering) The performance of this service requires a minimum of five years of IT engineering experience, primarily in IP Voice Communications Solutions, with experience Unified Communications (and Collaboration) preferred. The Engineering (Voice) Senior: • Receives technical and operational guidance from the Engineering (Voice) – Senior Lead and executes project and task requirements accordingly with minimal to no supervision. • Requires strong experience in CENTRIX, NIPRNET, and SIPRNET IP Voice. • Requires familiarity with the CJOA-A and CJOA-A Networks and Information Systems. • Conducts Site Surveys (Section 3.5.1), analyzes the collected data, performs necessary calculations to make technical recommendations, then prepares or provides input for C4 EIPs (CDRL A005, A012). • Able to demonstrate understanding of Military operations and interagency coordination and communication in a Joint-Operational environment. • Provides coordination between the Customer and other contractors in the CJOA-A AOR on implementation and operation of traditional (POTS) switches within CJOA-A. • Provide engineering expertise for the Customer at meetings as a technical expert on secure and non-secure voice and data systems. • Provides engineering expertise to design solutions that support and improve existing CJOA-A requirements to install, operate, maintain, and protect voice systems/networks including, but not limited to, VOIP, VOSIP, and POTS. • Coordinates with stakeholders operating in CJOA-A AOR on behalf of the Government to manage implementation processes as applicable to VOIP, VOSIP, and POTS. • Documents and supports the engineering transition from traditional switches (POTS) to VOIP and VOSIP. • Engineers and implements secure and non-secure voice/data systems/networks solutions in accordance with industry recognized standards and specifications that maximize the usage of commercial products in accordance with all DoD standards and regulations. • Possesses the ability to quickly identify, diagnose and provide solutions to complex problems, requirements and integration of various technologies, which may require out of the box thinking and innovation. • Current Secret security clearance. US Citizen. • Preferred Certifications: CCNA Voice, CCNP Voice, and or equivalent voice certification; One or more of: CCNP, CCNP-DC, or CCIE-Voice. 9. Voice - Senior Lead (Engineering) The performance of this service requires a minimum of eight years IT engineering experience, primarily in Internet Protocol (IP) Voice Communications Solutions, with experience Unified Communications (and Collaboration). The Engineering (Voice) Senior Lead: • Receives operational guidance from 335th SC - Afghanistan Leadership and Task Lead, and then manages voice networking project and task requirements accordingly. • Advises 335th SC – Afghanistan leadership on communications engineering efforts and provides technical recommendations for current projects or initiatives being considered. • Applies Project Management best practices in the synchronization and coordination of the development and execution of voice networking solution requirements, ensuring engineering projects are completed in a timely manner with quality results. • Conducts action officer level engineering meetings with CENTCOM CJ6, 335th SC, SWACC, IJC J6 and J65 Plans, Task Force Signal, and their successors. • Develops Signal Concept of Operations (CONOPS) documenting project requirements. • Oversees the development and edits C4 EIPs governing project execution, and validates the plans (CDRL A005). • Coordinate procurement of required assets for project execution. • Ensure synchronous project execution with J65 Plans and CJOA-A NetOps elements. • Maintains 100% Voice Team personnel accountability. • Coordinates Voice Team personnel movement and assignments throughout the CJOA-A to support requirements based on 335th SC – Afghanistan priorities. • Provides accurate and timely reporting to key leaders and stakeholders to include the Weekly Status Report and Projects Tracker updates. • Minimum requirement: Current Secret security clearance with eligibility for Top Secret (TS) security clearance. Operational Specialist - Senior Lead The performance of this service requires 6-10 years or equivalent knowledge and experience with IT Project Management. • Receives operational guidance from 335th SC - Afghanistan Leadership and manages all project and task requirements accordingly. • Advises 335th SC – Afghanistan leadership on communications engineering efforts and provides technical recommendations for current projects or initiatives being considered. • Applies Project Management best practices in the synchronization and coordination of the development and execution of all requirements, ensuring engineering projects are completed in a timely manner with quality results. • Requires familiarity with CJOA-A and skills in frequent political-level customer engagement in a Joint-Operational Military environment. • Maintains 100% personnel accountability and provides contractual leadership for all personnel on this contract who are working in the CJOA-A AOR, except the Signal Planner who works in the 335th SC - Afghanistan Operations Cell and the Signal Planner who works in RC-South. • Ensures all Contractor personnel receive proper training, care, and access to the tools, equipment, and materials necessary to complete project and task requirements. • Provides accurate and timely reporting to key leaders and stakeholders to include consolidating the Weekly Status Report and reviewing the Projects Tracker for accuracy. • Minimum requirement: Masters Degree and 3-5 years of managerial experience; Bachelor Degree and 6-10 years of managerial experience; no college degree with 15+ years of managerial experience; six years or equivalent knowledge and experience with IT Project Management and two years experience within the CENTCOM AOR managing information technology projects; and current Secret security clearance . US citizen 11. Signal Planner • Provide personnel deployable for extended periods of time within the USARCENT AOR to perform the role of Liaison Officers (LNO). The LNOs shall provide assistance with producing initial requirements and design specification packages that allow an IT contractor to provide a complete IT infrastructure, metropolitan area network/wide area network (MAN/WAN), and systems integration to provide an operational system in USARCENT AOR (CDRL A005, A004). The LNO shall assist with defining, documenting, and communicating USARCENT IT requirements for secure and non-secure voice, data, video, and other information technology services at LNO locations (CDRL A009, A003, A004). The LNO shall assist with defining, documenting, and communicating development of storage area network (SAN) or network attached storage (NAS) and Server Architectures requirements at LNO locations (CDRL A009, A003, A004). • The LNO shall assist with defining, documenting, and communicating WAN architecture requirements at LNO locations (CDRL A009, A003, A004). The LNO shall assist with defining, documenting, and communicating Enterprise and Storage Archiving requirements at LNO locations (CDRL A009, A003, A004). The LNO shall assist with the development of acquisition strategies for separate active electronic portions of the network. The LNO shall provide scheduling and master scheduling for the Government at the LNO’s location with respect to IOMP of systems/networks. Develop and review responses to requests for information (RFIs), and coordinate submission of RFIs with Government personnel. • The LNO shall monitor, document, and track facility and IT construction progress at LNO locations and coordinate with the Government’s Projects Program & Engineering (PP&E) team. The LNO shall document and report design progress to the Government (CDRL A009). The LNO shall document and communicate risk identification and management for IT issues at the LNO’s location to the Government’s PP&E team for resolution. The LNO shall provide engineering assistance for the Government’s systems/networks, including designs, architecture studies, and revisions to program cost estimates. • The LNO shall provide general voice and data systems/networks technical and engineering services. The LNO shall attend meetings, present solutions to the Government and external stakeholders, and contribute to and attend meetings with Government stakeholder partners for reduction in cost opportunities. The LNO shall provide Technology Insertion Studies to recommend new technologies and concepts for incorporation into the USARCENT Architecture Framework. • Minimum Requirement: Either Certified Associate in Project Management (CAPM), or Project Management Professional (PMP) qualified within the last 10 years, or minimum 3 years experience within the CENTCOM AOR managing information technology projects • Secret Clearance & US citizen 12. Systems Analyst (A/P Integrator)- Senior The performance of this service requires eight years knowledge and/or experience in the IT field with a minimum three (3) years experience with IT Project Management. The Systems Analyst (Architecture/Program Integrator) Senior: • Manages IT projects within standard project management methodologies to time, quality and budget of the customer in the CJOA-A. • Monitors project performance and interacts regularly with the stakeholders at JOCHQ-A and the Regional Commands throughout the CJOA-A to ensure good visibility and communication of the project. • Responsible for producing required project management documentation, such as detailed project plans, work plans, product delivery schedules, project estimates, resource plans and status reports. • Requires familiarity with CENTRIX, NIPRNET, and SIPRNET. Requires the ability to manage and measure work requirements. Proven success in managing large, external and complex network related projects. • Solid understanding of (and experience in) the implementation processes for technology projects implementation or product implementation. • Sound understanding of (and experiences in) delivering Professional Services operations in a government client setting. • Ability to drive and manage multiple projects simultaneously that involve many facets of a communications network. • Provide expectation management to the stakeholders at JOCHQ-A and 335th SC military staff at the O-3 level and above. • Requires the ability to identify project stakeholders and coordinate and achieve unity of effort on projects that span multiple organizations within the CJOA-A. • Assist Government personnel in developing completion and acceptance criteria, and assist in routing through the appropriate communications staff/directorates. • Provide weekly project input and updates for the Weekly Status Report. Current Secret security clearance. US citizen • Minimum education/experience: Masters Degree and 2-3 years of managerial experience; Bachelor Degree and 5-8 years of managerial experience; no college degree with 12+ years of managerial experience • Preferred Certifications: Security+ or higher level 8570.1 certification, and one (1) year experience within the CENTCOM AOR managing information technology projects, and • One or more: CAPM, PMP, or three years or equivalent knowledge and experience with IT Project Management. 13. Systems Analyst (A/P)- Senior Lead The performance of this service requires 10 years knowledge and/or experience in the IT field with a minimum of four years experience with IT Project Management. The Systems Analyst (Architecture/Program Integrator) Senior Lead: • Advises the Joint Operational Headquarters – Afghanistan (JOCHQ-A) J65 directorate on all project management aspects of communication engineering efforts and provides recommendations for projects under consideration. • Ability to present and communicate complex information to at least the O-6 level. • Maintains 100% personnel accountability and provides contractual leadership for all 335th SC personnel on this contract assigned to directly support JOCHQ-A J65. • Requires familiarity with CENTRIX, NIPRNET, and SIPRNET. • Assesses risks and identifies issues and solutions to timely and efficiently achieve the project goals of JOCHQ-A and 335th SC. • Ensures all stakeholders (internal and external) are aware of project scope and milestones. Highlights divergence from project scope and adjusts it where necessary to reflect changing circumstances. • Plans/manages technical programs or projects to meet specific objectives or goals of the JOCHQ-A J6 that support the 335th SC both directly and indirectly. • Provides leadership for the JOCHQ-A J65 technical subject matter expert project team (systems, network and transport) and key interfaces to the project or program. • Provide coordination, identify tasks, determine dependencies, identify and assign specific resources, communicate expectations to project team members, obtain task effort and duration estimates from team members, and be able to communicate these aspects to customer. • Provides a weekly consolidation of the different project activities to the key leaders of 335th SC and JOCHQ-A stakeholders. • Ability to lead presentations and discussions with JOCHQ-A staff and other stakeholders throughout the CJOA-A. • Facilitate video teleconferences and audio bridge conferences with JOCHQ-A staff and other stakeholders throughout the CJOA-A. • Current Secret security clearance.
