Residents, civil rights groups and affordable housing advocates have accused the Christie administration of managing the Sandy money unfairly, saying the application and approval process has been disorganized, inscrutable and slow, and may have discriminated against certain low-income and minority residents. “It includes a lot of money that is tentatively committed, but may not go out the door,” said Adam Gordon, staff attorney for Fair Share. “And the other thing is that the way money is being spent isn’t fair. There are a lot of communities and people that feel left out of this recovery.” Christie said the $817 million has either been given directly to residents or is “in the pipeline” for reimbursements as work is done.
