Respected Sir, This is to make you aware of the plight of Aircraft Maintenance Engineering Students or Aircraft Maintenance Engineer Aspirants in the aviation engineering/aviation industry. Aircraft Maintenance Engineer (AME) is a licensed Engineer who has been given licence by Director General of Civil Aviation (DGCA) in case of India but in Europe the licencing authority is European Aviation Safety Agency (EASA) whereas in USA it is the Federal Aviation Authority (FAA). These AMEs are responsible for all kinds of engineering works in an Aeroplane to maintain it in an airworthy/safe condition so that the passengers lives are not jeopardize. These AMEs are not awarded with any kind of BE or BTech degree except that sole licence issued by the concerned departments (DGCA, EASA, FAA etc) hence their job sector is solely limited to aviation industry/engineering. They cannot apply for any kind of jobs in other than aviation, be it in other sectors in govt. or private jobs since they dont have a valid degree by any recognized university. To become an AME, first an aspirant has to enroll himself in a Aircraft Maintenance Engg training school approved by DGCA in India and after theoretical & workshop training for 2&1/2 years, the aspirant has to undergo a six months On The Job Practical Training or Apprenticeship in a DGCA approved Airline/Flying Club/MRO etc to complete the 3year AME course. During this tenure of 3years an AME aspirant can, at most, acquire a Basic Aircraft Maintenance Engineering Licence/Certificate (BAMEL/BAMEC) issued by DGCA after passing Paper-III exam, which is of little value in aviation engineering. Problem starts from this stage itself. Now after having passed out from a DGCA approved training school a BAMEL holder has to find a job in aviation engineering, which is itself a Herculean Task in India, and gain additional practical experience for another one year in job to appear for DGCA Licence Paper-IV, which after passing will entitle the BAMEL holder to acquire the main AME licence. Since the DGCA has already approved a lot of Private Training Schools in India, so the number of BAMEL holders who have passed out of those training schools and are seeking jobs in already dooming Indian Aviation Industry is far more greater than the number of vacancies in the Industry. Thus, those having good hold in the Industry gets IN and others are left to their LUCK. Moreover, those left to their luck cant even go for foreign airlines or organizations because those airlines/organizations only recruit experienced BAMEL holders with atleast 4 years of practical experience in the field. As I had explained earlier those Unlucky BAMEL holders left (which is the majority) cant even go for jobs in other industries because they dont hav a degree in hand. Hence, after spending 2.5-3.5 lacs in those DGCA approved Private Training schools for 3years and after trying for 1-2years more to get into a job in INDIA & ABROAD, the aspirant finally quits to move on either to some other studies or picks up a job where the criteria for educational qualification is 12th pass.. This is the plight of AME aspirants till date and is continuing since those DGCA approved Private Traning Schools continues to lure 12th standard pass students into this AME course by given false hopes of High Salaries and Careers Abroad etc etc.. Now Sir, I most humbly request you to look into the matter personally and do the needful to re-establish those thousands (i hope it hasnt been aggravated to lakhs as of now) of out of work or jobless BAMEL holders in India. Also, I will co-operate with you/your officials if at anytime need arise and help you/your officials to solve this problem in Aviation Engineering as I myself is a victim of Aircraft Maintenance Engineering. (Co-operation and consultation with me or my kind of JOBLESS BAMEL holder is extremely important because DGCA will do all that is needed to cover up their faults and those Lucky BAMEL holders wont speak up the truth as their goals are fulfilled and will also hesitate to come in bad eyes of DGCA) Hope you will be kind and generous enough to act in a way which will uphold Article-21: Right to Life & Livelihood of the Constitution of India and justice. Thanking You Yours truly, Mr. XXXXX Assam, India
