Rest In Peace to William Buckman! In March 1996, Gloucester County Superior Court Judge Robert Francis found that the State Police unconstitutionally targeted black motorists, deeming it a prima facie case of selective enforcement and granting the suppression motion as it applied to many of the defendants. The state withdrew its appeal after conducting its own investigation, which uncovered further evidence of racial profiling. In 1999, Attorney General Peter Verniero entered into a federal consent decree that placed the State Police under Department of Justice monitoring. The Soto ruling spawned civil suits by minority motorists so numerous that the state Supreme Court appointed a statewide discovery manager. Buckman played a major role in those cases, too. The state paid a combined $19.5 million to settle those matters, the Law Journal previously reported.
