Richmond County Board of Education learns about school flexibility choices That’s when all Georgia school systems must send a letter to the Georgia Department of Education choosing one of three options offering varying levels of autonomy for school systems in navigating Title 20 requirements – rules set by the state that all school systems have to follow. Howard Hendley, of the state department’s policy division, detailed flexibility options for school system officials, teachers, students and community leaders. “Whatever I do or say today, I want you to take away this one thing: you need a comprehensive strategic plan to implement any of these choices,” Hendley said. “All of your stakeholders will have to be involved.” Systems adopting the Investing in Education Excellence flexibility option, called IE². School, systems adopting this option will have more freedom to change things. “Let’s say you have two elementary schools on the same parcel of land.
