Robert Kolakowski I do disagree that they cannot move to states with labor force shortages. It is simply easier to follow local leaders, who only know how to talk, than to take the risk. Moreover, the persons who have been taking the risk of moving were usually either people right off the boats from abroad and 1st, 2nd, and 3rd generations after them.
