Rock County Clerk Lori Stottler writes: Hello Municipal Clerks, Interested Citizens and Media Friends, Today, October 20th, is the first day to vote your absentee ballot in person at your MUNICIPAL Clerks office. Our phone has been ringing off the hook with inquiries about where voters should go to cast an absentee ballot in person. So here are a few clarifications and tid-bits to keep us all on the same page: 1 - Voting in person at your municipal clerks office takes place today through October 31st at 5pm. (I would ask media outlets to emphasize MUNICIPAL Clerks office as the County Clerk is unable to issue or assist with absentee ballots.) Some campaigns call this process early voting - this term is used loosely and could imply that ballots are cast in a central count machine and tally results like in other states; but absentee ballots cast in person at the clerks office will not be counted until election day and are processed as absentee ballots. 2 - Many Town and Village offices have part-time hours so check with them before you get in the car to head over. You can find yours here...but you must know your polling place and ward to view the correct ballot! co.rock.wi.us/images/web_documents/departments/county_clerk/rock_county_directory.pdf 4 - If you need to know who your clerk is or where you vote or what ward you are in, or even view your voter history, go to: https://myvote.wi.gov/Voter/VoterSearchScreen.aspx 5 - On Referendums...a WORD or 50 of caution on referendums: State Referendum...please take time to completely read and understand the question. Its not asking to set money aside in a special checking account for roads specifically...Its asking permission to start a DEPARTMENT, HIRE PEOPLE who will then MANAGE THE FUNDS. (Section 9(2) is being created to establish a Department AND a Fund). While the bold sentence starts with Creation of a Transportation Fund, it is seeking permission to manage the revenues generated by the STS and prohibit transfers or lapses. This is a BINDING referendum. That means the majority vote will be the BINDING resolution. School Referendum(s)...schools in Rock County that have a referendum include: Delavan-Darien; Evansville Schools; Oregon Schools; and Whitewater School District. These are also BINDING in nature and will likely impact your taxes and your childs options in education. 6 - Results on election night...The County Clerk will be posting results on the County webpage shortly after 8pm until all results are reported. I draw your attention to Wisconsin State Statutes: 6.86 (6) If an elector casts an absentee ballot, either by mail or in person, the municipal clerk shall not return the ballot to the elector. An elector who casts an absentee ballot at an election is not permitted to vote in person at the same election on election day. PLEASE BE SURE to complete your ballot as instructed and that all signatures and return instructions are followed. There is nothing more disheartening for us clerks than having to reject absentee ballots on election day because they were not completed properly or missing critical information. FINALLY, a bit of GREAT NEWS! Last week, Wednesday-Friday, nearly 200 Election Workers engaged in an intensive 3-hour election day training class in order to be ready to assist voters with registering to vote on election day, issuing ballots, and knowing how to complete election day tasks for a trouble free day on November 4th...which is only TWO WEEKS from tomorrow! We have a lot of work yet to do (Public Testing, Polling Place Set Up, Posting Notices and Sample Ballots, etc)...but we are already very confident that we have the tools and resources as well as the QUALIFIED and TRAINED election workers to make it through what is going to be a very busy day.
