I, Michael Sandy Claus Sciaraffo, have been asked by numerous friends and residents of Rockaway on what ways I believe a solution can be found in hopefully restoring the Rockaway Ferry service since service recently ended as of October 31st, 2014. Since I care deeply about the people of the Rockaways and due to many folks asking me to use my connections and abilities to help find a way to restore the ferry service, I want to lend my skills and talents towards helping the dream of restored ferry service to become a reality in the future. But to do so, I believe there are a number of things that need to happen first in order to even begin to attempt to get full restoration back into the Rockaways. In order to get a full accounting of the actual usage by Rockaway residents, we need to get as many past and future users of the Rockaway Ferry service to fill out this survey. It will require a grassroots effort on all of your parts to make that happen. This survey seeks to determine how many residents actually used the service reliably, how often they used the ferry, how much they have paid per week, etc. We also want to find out information on how residents would use the service in the future, what you will use the service for, and how much you are willing to pay per ride in order to have a permanent ferry service solution. Once we have obtained a large amount of data, I will report the numbers and figures to the public, keeping everyones information confidential, sometime after the New Year. I also believe we should file a Freedom of Information Act request to the Economic Development Corporation to obtain their internal data regarding the usage of the ferry as well as what and how they spent the funds to operate it. This will assist us in our mission to find a way to bring the ferry back to Rockaway. Once we have done our research, I propose we form a Rockaway Ferry Restoration Coalition, to organize and put the best minds together to devise various potential solutions to solve this problem. There are many different ways to address the loss of ferry service including looking at ideas to have possibly an already existing private company to operate the ferry, look at the viability of a non-profit cooperative alternative that makes no profits but serves to provide transportation services to Rockaway residents only, devise a government funded solution or having private residents invest in their own company to have Rockaway residents be the owners of their own ferry operations. Whatever the final outcome will be, it will be determined by our fact gathering, analysis and creative, open-minded imaginations. We will need to rely on this data to formulate arguments for ferry restoration in the future if we are to have any chance to resolve this issue. Before we can look at any of those future alternatives, we first need to have the facts and data to back up our initial and sustained efforts towards a permanent solution.
