Romans 2:14 - 15 For when Gentiles [unbelievers], who do not have the law, [the written law, moral law], by nature do what the law requires, they are a law to themselves, even though they do not have the law. They show that the work of the law is written on their hearts, while their conscience also bears witness, and their conflicting thoughts accuse or even excuse them. So Paul tells us that unbelievers are not exempt from the law because it is written on their hearts. So it would seem that in one form or another [with or without the Holy Spirit residing] the law, the moral law, has always been [I would say will always be] within the natural man. The law is a spiritual part of man rather than simply some kind innate knowledge.
