Ruff Start Rescue, has partnered with the Minnesota Department of Corrections Moose Lake Facility to bring canines into the population. This process, which began over a year ago, culminated in May 2014 when the rescue organization placed two dogs in the facility.There are currently 5 dogs at the facility. While awaiting adoption, the dogs are matched with offender caretakers to be cared for, trained, and socialized. The matchmaking process for the offenders is a complex process. It includes applying, taking a caretaker test, an interview with facility staff, a contract, and several agreements. The caretakers are also required to provide a weekly report on the dogs progress while in the facility.At the facility the dogs are given any accessories they would have in a foster home: kennels, treats, toys, food, regular vet care, and love. The rescue volunteer staff also visited the facility at the beginning of the program to provide the caretakers with basic dog training. The rescue staff also visits the facility to check progress, assist with training issues, and support them in their efforts. The supplies for the program are provided by the rescue; the state facility bears no cost in the care or maintenance of the animals. The rescue depends on donated items to provide the things the dogs need. A continuous supply of dog food is maintained by donations. Moose Lake Correctional Facility is not the only prison in the state of Minnesota to have a program such as this: Rush City, Lino Lakes, Faribault, and Shakopee Correctional Facilities all boast programs of similar caliber.
