Rules for protecting Corruption Development authorities have power of passing maps for residential and commercial constructions. This serves the sole purpose of collecting money from house and plot owners on the threat that construction is not in accordance with the approved map. It is very difficult to prove that constructions are strictly in accordance with the already approved map. Owners have no option but to pay the bribe according to size of plots and number of floors. Media have also not played its role by naming any old locality for checking by top authorities including concerned ministers so as to make a fool proof case against the concerned inspecting authorities without any loss to the house owners. If houses in an old locality are not in accordance with the already approved maps, concerned inspector should be punished for allowing deviations. In case, this is not possible, it is a pious duty of a democratically elected government to save the citizens from the clutches of implementers of the useless rules. Suggestions have been mooted several times that development authorities and municipal corporations should announce jointly the space of the front, rear and side set backs as also sky heights for the different sizes of plots and give complete freedom to the house and plot owners to construct their premise according to their choice within remaining plot area. Authorities should have power to check the only said set-backs and impose the already prescribed penalty for minor deviations say for one to five square feet and execute demolitions in the cases, if deviations exceed the said limits. I request the media to kindly keep on barking on behalf of the public, until the authorities bow down before the public pressure. As for the high rise buildings/ apartments, accountability of the development/ municipal authorities must be fixed for insuring QUALITY AND LIFE of constructions. In case, regulatory rules and laws containing provisions for penalties for poor constructions are not introduced soon, construction workers and residents will continue to suffer from the unexpected collapse of Buildings. Apartments constructed in NCR with approvals of GDA may not pass the tests of technical audit. Regulatory authorities must provide insurance cover for a life of 50 years at the least. Similar insurance cover should also be arranged in respect of infrastructural projects. [email protected]
