Russian Rocket Failures Per the Zetas, the Council of Worlds was responsible for the failed launch of a communication satellite in 2012, 2013, and now again in 2014. This time, the UFO doing the shoot-down was caught on video! Per the Zetas, the message from the Council of Worlds to the Russians is consistent – stop trying to block migrations among drowning peoples, both within and without Russian territories.
