SACCORD Asks Chikwanda to Account for Constitution The Southern African Centre for the Constructive Resolution of Disputes has asked Finance Minister Alexander Chikwanda to account for the K40 million that was allocated to the constitution making process in the 2013/14 budget. SACCORD Executive Director Boniface Chembe said that it was wrong for government to keep quiet on the K40 million when the constitution making process had remained a thorny issue. Chembe said that it was important that money was set aside in the 2014/15 budget to conclude the process. He said that it appeared the budgetary allocation was just a cover to give the Zambians false hope that the process will take off. Chembe said that the PF should move the constitution making process if they were to have any real chance of winning back power in the 2016 elections.
