SACP Western Cape 7th Provincial Congress 27 - 29 September 2013 Declaration Unite the people`s camp, neutralize our detractors and destroy the enemy! We, the delegates, disciplined communist revolutionary militants, representing more than 150 SACP branches, Districts, Central Committee deployees, YCL and representatives of our Alliance from across the Western Cape duly convened in Shalimar Gardens Hotel Cape Town for our 7th Congress under the theme: "Taking responsibility for the NDR and reclaiming political power in the Western Cape." Acknowledge the growth of the SACP in the Western Cape particularly in Districts where we traditionally did not have presence including Overberg. The growth is an expression of confidence in the Party to lead and mobilise the working class against capitalist brutality and racial discrimination perpetrated by the Anti-Majoritarian Pseudo-liberal Onslaught advocated by among others, the DA. We recognize the imperative to build a strong and militant organization with its roots and base reaching the working across racial lines, in particular we acknowledge the necessity of mobilizing and organizing the Coloured working class to defeat capitalism and racialism and as a consequence reclaim political power in the Province. We reaffirm our solid commitment to our line of march from the13thNational Congress held in oNgoye, to "take responsibility for the National Democratic Revolution." Further we commit to deepen our South African Road to Socialism (SARS) through the Medium Term Vision to gain hegemony in all key sites and terrains of struggle including the state, the economy, the workplace, the community, the battle of ideas and environmental justice. Recognise the semi-colonial character of our economy that exports raw materials without beneficiation hence our struggle to transform the commanding heights of our economy by infrastructure-led re-industrialisation for inclusive upward growth. This more radical economic transformation must create sustainable jobs and not entrench big business profit maximization logic. We further recognise the urgent necessity to overcome the colluding realities in the farming and agricultural sector. There is also need to advance working class interests in the farming sector by organising the vulnerable sector as well as ensuring that fishing permits are allocated to working class collectives for inclusive economic advancement. We acknowledge the need to defend the democratic gains made by the National Liberation Movement since the 1994 breakthrough in restoring dignity to the oppressed black majority. The notable advances in provision of electrification, water, sanitation, public transport and increased enrolment rates. These gains were threatened by the "1996 class project" which sought to demobilize society and the state apparatus through implementation of a neo-liberal agenda. Whilst the class project was dislodged in Polokwane the"New Tendency" emerged distinct with its thirst for crass accumulation and subverting the revolution. As the SACP we played our fundamental vanguard role in defending our revolution against pseudo-revolutionaries calling for nationalization as a proxy or disguise for bail out for indebted venture capitalists. We also note the renewed imperialist capitalist offensive to weaken the progressive trade union movement to advance their class interests of accumulation. The Trade Union movement is confronted by serious challenges resulting from the capitalist restructuring of the workplace and business Unionism, which manifests its narrow ugly head particularly during congresses. Resolve to defend the unity of Cosatu, acting as a vanguard Party of the working class to consolidate and strengthen the left axis. We reaffirm that the Alliance Partners are independent and such independence is indispensible to cooperation amongst the Alliance partners and mobilization of whole society behind the NDR and the agenda of the progressive forces. It serves only the interests of our class enemy, the capitalists, of driving a wedge between the communists and organised labour movement to let internal weaknesses of any Partner of the left axis drive a wedge in the axis. Mindful of the realities in the current conjuncture, we remain resolute in our resolve to dislodge and defeat the DA and work towards an ANC electoral victory in 2014 as an imperative to consolidate the gains of the National Democratic Revolution The DA government in the Western Cape is consistently failing the working class, reversing all the gains we achieved under the ANC government. Since DA took over in 2009, it has consistently failed to meet its own target to build houses in the Province. It is in that context that we need to expose these failures despite media protection. The only viable way to expose DA`s failures is through mass mobilisation and demonstrations. We need therefore to strongly campaign and to revive our "Know Your Neighbourhood Campaign" in every community, street and village in our Province. Our propaganda machinery must be oiled not only for the elections, as our struggle is for socialism. We commit to deepening political education and mobilisation of our communities behind the progressive forces. We will spare no effort in our goal to reclaim political power through building the organs of people`s power. We will mobilise the working class wherever it is found. Socialism is the future! Build it now!
