SAN JUAN COUNTY SUPERVISOR AND COUNTY ADMINISTRATOR ALLOWED TO VIOLATE COUNTY POLICY Lynn Laws is ordered by Commissioner Adams to open a closed road in Indian Creek and Lynn runs to the BLM to get permission first as if the commissioners order wasnt enough. Also a few months ago in December of 2013 I believe Lynn Laws was told by Commissioner Lyman that he had to follow county policy and hold a closed bid on the purchase of new equipment. That the closed bids should go to the purchasing agent. Lynn Laws ignored this order and had the closed bids go to his office where Wanda and him opened them. The award for the new equipment was given to the company his brother works for. Laws violated the county biding policy and the records show he cost the county several thousand dollars by running the bid the way he did. Just before Thanksgiving 2013 Lynn Laws fired Clark Grover county grader who had worked for the county for 28 years for not following county policy. Despite what you think of Mr. Grovers actions shouldnt the same rules apply to the employee as well as the supervisor? Why should a supervisor get away with ignoring county policy and commissioner Adams orders? But that same supervisor can turn around and fire an employee for violating county policy? Shouldnt county policies apply to everyone? Even the New County Administrator has ignored the rules. On August 13, 2013 Mr. Pehrson, John Fellmeth, and David Bronson over stepped their authority and canceled the employment contract of a private company without taking the matter before the county commissioners. Their actions violated county policy. According to county policy only the Commissioners can hire (Section A) or terminate (Section 4 (H)(5)) a contract or employment. Yet Administrator Pehrson did so without proper authority. He also failed to provide any written termination or follow up on the private companies initial written response to the unlawful action. There was no official record of this action presented to the private company and no record of it going before the commissioners. Whats the point of having county policies and procedures if they arent going to be followed?
