SCENARIO I. : The Ab-Noy RESIGNS: A JOINT CIVILIAN-MILITARY JUNTA shall be organized by the EX-SC Chief Justices with Retired Defense Secretaries and Chief of Staffs for them to elect the Chair. The JUNTA could very well serve the purpose for six months to one year. The JUNTA shall now create a JOINT TASK FORCE of newly sworn in lawyers of no fraternal affiliation to proceed with the in-depth investigation of the DAP/PDAF funds and recommend to the Supreme Court the incarceration of the convicted officials which process shall not be more than three (3) months, while the Constitutional Convention shall be convened with delegates of no politicians or their relatives elected by thru Sectoral voting. For example: Every Sector shall vote for its Con-Con Delegate on a per Congressional District thru a Congressional Assembly that shall be called by the multi-sectoral groups (Education, Tourism, Religious, Youth, Professionals, Business/Enterprise Persons, etc.) The Con-Con shall then convene to last for only six (6) months and the delegates shall only be given their food and accommodation allowances and travel fund to and from the convention site. All delegates must be housed in one station with no other business to attend to except the Convention Sessions. The Con-Con delegates shall only elect the Presiding Officer to be supported with Plenary Discussion Floor Leaders and a complete Administrative Staff. After the delegates approve the final draft of new Constitution a referendum shall be called by the COMELEC for all the duly registered voters to ratify. Within the period of six (6) months after ratification, a General Election shall be called to elect the new set of National and Local officials. It is hereby recommended the following: 1. Form of Government - Presidential/Parliamentary, with the President as the Titular Head of the Republic to be elected by the Members of the Parliament. The members of the parliament shall be elected by Region thru the following: Barangay Assembly where the registered voters shall elect their official representative/s to vote the Municipal Representative/s to elect the Regional Candidates for the National Assembly.
