SCOTTISH GOVERNMENT: DESPICABLE James Jim Swire (born 1936) is an English doctor who is best known for his involvement in the aftermath of the 1988 bombing of Pan Am Flight 103, in which his daughter Flora was killed. Dr Jim Swire is a founder member of the Justice for Megrahi campaign group and is a signatory of its PE1370 e-petition which calls on the Scottish Parliament to urge the Scottish Government to open an independent inquiry into the 2001 Kamp van Zeist conviction of Abdelbaset Ali Mohmed Al Megrahi for the bombing of Pan Am Flight 103 in December 1988.
