SELECTION AND APPOINTMENT OF THE GENERAL SECRETARY OF GNAT The vacant position of the General Secretary was advertised and 10 persons applied. The following applicants: 1. Ms. Helena Awurasa 2. Mr. Awotwe Nkansah 3. Mr. Thomas Baafi 4. Mr. M.V.V.K Demanya were shortlisted and interviewed by a panel of five(5) appointed by the Public Services Commission which was commissioned to undertake the exercise and recommend a suitable candidate for the position. The Public Services Commission after conducting the interview on the 19th September, 2013 recommended: a. Mr. Thomas Baafi, who came out first be appointed the General Secretary, till he reached compulsory retirement age (60 years) in September 2015 or b. Re-advertise the position. National Council members will recall that at the last meeting held in Abankro in August 2013, a decision was taken to re-advertise the vacancy for appointment of a new General Secretary to replace Mrs. Irene Duncan Adanusa who reached her compulsory retiring age in September, 2013. It was decided that Mrs. Adanusa was to handover and leave office at the end ofFebruary, 2014. Further, a committee was set up to ensure that an interview wasconducted and a suitable applicant selected for appointment by Council. An advertisement was rolled out and only six applicants responded, by the closing date of 31st December, 2013. Out of this, only two applicants were shortlisted by the committee, but the National Officers disqualified one on grounds of conflict of interest. It was felt that it would not be competitive enough to interview only one applicant. A second advertisement (this time only internal), was floated and circulated to all schools. By the closing date of 28th February, 2014 only three applicants responded out of which only one applicant was shortlisted. Since the two subsequent advertisements did not yield satisfactory results it has not been possible to conduct interviews and select a suitable candidate for appointment by Council. In the light of the circumstances, it was not possible to ask Mrs. Adanusa, to leave office at the end of February, 2014 as previously decided by Council at Abankro. The National Officers then decided to ask Mrs. Irene Duncan-Adanusa to handover to Mr. M.V.V.K Demanya, the most Senior Deputy General Secretary on 30th May, 2014. This was done. At the last National Executive meeting held in Accra on 9th and 10th June, 2014 it was decided that Mr. Demanya acts as the General Secretary, pending ratification by Council. As the appointing authority it is Council had to take a decision on the following: i. For how long Mr. Demanya should act as the Ag. General Secretary. ii. Within what timeframe a suitable applicant should be selected and appointed. iii. The qualifying criteria to be used for the advertisement of the Vacant Position. The decisions taken by the National Council in Kumasi were as follows: 1. Mr. M.V.V.K Demenya was appointed (not elected) Ag. General Secretary 2. Mr. Demanya was to act for one (1) year until next Council meeting in August/September 2015. 3. The selected candidate be presented to National Council for appointment. That for the requirement to be satisfied by an applicant, a committee formed by the National Council made up of the following: i. Very Rev. Paa Solo Grant-Essilfie, representing National Executive ii. Mr. Ahmed Yahaya, Tema Metro Chairman representing District Chairmen iii. Miss Abena Gyamera, representing National Officers came out with the following criteria which were approved by the National Council: a. The person should be a professional teacher and a member of GNAT in good standing b. Be a Deputy Director of Education in the Ghana Education Service or not below the rank of Regional Secretary in GNAT c. Should be at least 50 years of age d. Should be able to serve at least four (4) before reaching compulsory retirement age of 60 years. e. The mode of advertisement was to be internal i.e. (Schools, GES and GNAT Offices) We want to inform our members that a road map has been drawn to ensure that the selection and appointment of a suitably qualified applicant is done between the stipulated period of one year (August 2014 to August 2015). We wish further to point out that; appointments of Staff of the Ghana National Association of Teachers are done in accordance with well-established rules based on the Constitution of GNAT. These rules are not the same as that of the elected officers. As of now no Staff member or any member of the Association has officially faulted the process taken to select a suitable candidate.
