SENIOR OFFICIALS: PRESIDENT ADDRESSES REFRESHER COURSE -------------------------------------------------- President U Thein Sein addressed the opening ceremony of special refresher course for senior officials, at the presidential house in Nay Pyi Taw, Monday. The course aims to improve leadership skills of senior officials in driving the government’s administrative mechanism in line with democratic practices and rule of law. President U Thein Sein recounted his administration’s efforts in the past 4 years, and urged the trainees to put efforts for significant changes in comprehensive sectors by reasoning the strengths and weakness, as the country is in third wave reform process. He added that restructuring and re-engineering will be made for the union level ministries before the end of 2014-2015 fiscal year, and operate the ministries with new vigor, as an administrative mechanism admired by the people. So, several changes will be made including abolishing and combination of some departments, appointment of permanent secretary or in-charge director generals, running e-government system, among others. In addition to capacity development of the staff, plans are underway to raise the salary, to sell apartments in installment, to provide health care services and stipends for the children of the staff. So, senior officials need to stand as the bridge between the government and the staff and encourage them to work hard in serving the country and the people. So, public policy, public administration and leadership subjects will be taught by local and foreign experts and the union ministers. In conclusion, president U Thein Sein urged those attendees to try to become brilliant leaders, and gear up their efforts in implementing the projects being undertaken by their ministries. The opening ceremony was attended by vice-president U Nyan Tun, union ministers, deputy ministers and invited guests. The course will run till February 14 and it is attended by 57 senior officials from various ministries.
