SENIOR PROJECT OFFICER Senior Project Officer (Grade B5) Office of the Directorate General of Programmes Council of Europe Office in Yerevan Closing Date: 12 January 2015 Location: Yerevan. Job Mission Under the authority of the Head of Office and the supervision of the Head of Unit for Regional and Bilateral Co-operation in CIS and Central Asia, the Senior Project Officer will carry out multiple assignments to help meet the overall and specific objectives for the implementation of the European Union/Council of Europe Joint Programme “Strengthening Integrity and Combatting Corruption in Higher Education in Armenia. Employment is limited to the duration of the Project which is expected to end on 31 December 2016. Key Activities The Senior Project Officer will perform the following tasks in accordance with the Council of Europe’s procedures, guidelines and priorities, with a concern for quality, efficiency, accuracy and confidentiality: - develops the project work plan in co-operation with the colleagues of the Council of Europe Headquarters in Strasbourg, seeking impact and effectiveness; - plans and implements the project activities in close co-operation with headquarters, as well as with national partners and relevant stakeholders; - co-ordinates the implementation of the activities with all local stakeholders and local experts; co-ordinates and supports the organisation of expert meetings, seminars, workshops and conferences; - co-ordinates the activities with other organisations, which are working in the field of combatting corruption in education in Armenia; - co-ordinates his/her work within the overall Council of Europe Office action Armenia and ensures a regular information flow on activities organised and on progress in the project implementation; - maintains regular contacts and exchanges with the beneficiaries, stakeholders, partners/donors as well as with consultants; - identifies opportunities and risks which may hamper the effective implementation of the project and advises on suitable action / corrective measures; keeps the hierarchy abreast of sensitive political issues and of relevant decisions for the implementation of the project; - assists and advises experts; guides their work; pushes for progress and facilitates consultations and exchanges to find common solutions; ensures follow-up; - supervises the preparation and distribution of appropriate materials or other documents in co-operation with headquarters; - assists in the organisation of Steering Committee meeting and other project activities; - drafts reporting, narrative and financial, in line with the guidelines of the Office of the Directorate General of Programmes (ODG-PROG); - prepares and ensures close budgetary follow-up of all project expenditures in accordance with Council of Europe regulations, and partner/donor requirements; - contributes to evaluating the activities and to raising the visibility of the projects; - carry out other tasks as may be required connected to the project’s implementation; Please note that the incumbent may be required to perform other duties not listed in the vacancy notice. Eligibility Requirements The local recruitment procedure is open to candidates resident in Armenia. Qualification: completed secondary education followed by an appropriate professional qualification. Experience: at least four years’ relevant professional experience in managing the implementation of technical co-operation programmes at the international level and in working with international organisations and/or NGOs; capacity-building activities and/or political negotiations; experience in managing projects in the field of education is an advantage. Language requirements: Excellent knowledge of Armenian (mother tongue level) ability to express oneself, present and draft clearly, concisely and convincingly in English. Nationality: The appointed candidate must be a national of a Council of Europe member State; Age: Under 65 years of age at the closing date of the vacancy notice. Competencies Essential: Professional and technical competencies: - Good knowledge of the system of higher education of Armenia and understanding of the possible corruption risks; - Knowledge of project management tools (Project Management Methodology, logframes, etc.); - Awareness of the current political context in Armenia and in the region and the knowledge of political, economic, social and cultural matters; - Analytical and problem-solving skills; - Planning and work organisation capacity; ability to work rapidly under pressure; ability to search for information; ability to conceive and provide informed advice as appropriate; - Understanding of budgetary and financial administration. Managerial skills: Management of teams, resources, projects; coaching of others. ICT skills: Sound computer skills of standard tools in office applications (word processing, spreadsheet, data bases, presentation software, outlook, internet/intranet publication); Interpersonal skills: service and client orientation, team-work and co-operation. Demonstrated ability to work in a multicultural team. Ability to work under pressure and to deal with multiple tasks and respect deadlines. Personal attitudes: ability to network, build and maintain partnerships; diplomacy, sense of initiative and responsibility; ability to lead, guide, involve and motivate a small team. Personal values: integrity, loyalty and conscience, discretion, independence and confidence, respect for diversity. Availability to travel Desirable: Communication and linguistic skills: knowledge of Russian and/or French would be an advantage.
