SET-TOP BOXES THE NEW E-TOLLS? TELL USAASA WHY WE NEED FREE STBs FOR ALL! South Africa has an estimated 12 million TV users, in the current planning government intends to subsidise 5 million of these households’ decoders, for ‘low’ income households. Currently, the Universal Service and Access Agency of South Africa (USAASA) estimates that a digital terrestrial TV (DTT) decoder will cost R700ea and a direct-to-home (DTH) satellite decoder will cost R750ea. The 7 million remaining TV users who are unsubsidized will have to cover these costs in full. We believe that government should distribute these decoders for free to all. Heres why.
