SIPR: ---- The Bitter Taste of Dysfunction ----- We all know that Democracy is a complicated process; just like nature, it takes time to prepare the soil, to plant the seeds, to fertilize it, to protect and ultimately enjoy the desired outcome. Hence at the top layer of the Democratic process are Participatory government, Equal rights, Justice, and the Rule of Law. Good Governance follows these four pillars with Transparency and Accountability, with Integrity, and Ethics, and with sound Management principles. The Prov. Constitution provides the balance of power necessary to reflect these Principles, provides the guidelines to safeguard public spectrum and the foundation to plant the seeds of civility and moving Somalia forward toward fully functional democratic and sustainable society. Once again, emotions and subjective grievances are impeding the overall objective of the Prov. Federal Gov. to legislate and execute much needed Public interest and service, the House of the people is divided, Institutions are dysfunctional, Constitutional court is non-existent, and people are suffering and more skeptical than ever. Well, Mr. President, impediment of the system is not an option, subjective matters and personal issues or conflict are futile, though ceremonial your statutory boundary is limited, you are part of the system not above it. This is where the “rule of Law” comes into play, it separates function vs perception, don’t perceive to be above all, but synergistically part of the solution. Therefore, Mr. President, who is wrong or wright has no bearing in the system but the rule of law is. Hope is fading away; the task ahead is immense and it takes ample leadership skills with a vision to tackle these many issues. Please lead by Principle and let the natural process of planting the seeds of Democracy take its course!
