SITIMI’ ‘SINGTI’ NOMENCLATURE ISSUE. CLARIFICATION SOUGHT FROM DC KIPHIRE. On Dated 16-12-2014, the Sumi Students’ Union SITIMI Town (SSUST) had submitted a memorandum to the Deputy Commissioner (DC), Kiphire regarding the nomenclature being used by Sitimi Area Sangtam Students’ Union (SASSU) and the press release dated 03-12-2014 by SASSU to convene 18th SASSU general session at SITIMI Town from 9th to 11th Jan, 2015. As per the memorandum, the Deputy Commissioner had invited officials of SSUST and SASSU to deliberate on the issue at DC’s conference hall on 22nd Dec’ 2014 in regard to the unofficial nomenclature ‘Singti’ being used by the SITIMI Area Sangtam Students’ Union as ‘Singti Area Sangtam Students’ Union’. Considering the seriousness of the issue, the DC of Kiphire made it clear verbally to both the parties to use the official name (SITIMI) after the 18th session of SASSU scheduled on 9th – 11th Jan’ 2015 at SITIMI town, undisturbed, under the banner of ‘Singti’ Area Sangtam Students’ Union. On receiving the meeting minutes from the DC office Kiphire, there was a contradiction between the fourth para and sixth para of the meeting minutes disbursed on 23rd Dec, 2014. As per the fourth para, the official recognized nomenclature, ‘SITIMI’ shall be used in all official correspondences even if other traditional nomenclatures are used in social or unofficial functions. However, in the sixth para, the Deputy Commissioner advised that in future the official recognized name or nomenclature I.e. ‘SITIMI’ may be used for all official purposes without any misunderstanding. As such, the words “SHALL BE USED” in the fourth para contradicts the words “MAY BE USED” in the sixth para. Therefore, we the SSUST would like to bring this issue to the wisdom of DC Kiphire to kindly clarify the contradictory statement (‘SITIMI shall be used and may be used’) which the DC’s office had issued, before 5th Jan’ 2015. The lack of concrete administrative decision creates misunderstandings and confusion to both the communities. Hence to avoid such problems, the administration should issue a strict and official order to henceforth use the nomenclature Sitimi (as officially approved by the government of Nagaland) for all official purposes. The SSUST also reiterates that, the union will not allow 18th SASSU general session to be convened at SITIMI Town under an unofficial banner (Singti Area Sangtam Students Union) until the issue is settled. The administration shall be solely held responsible if any unforeseen consequences occurred during the 18th session of SASSU at SITIMI town.
