SOMEBODY, ANYBODY, CORRECT ME IF I AM WRONG, but I have been under the impression that a person cannot be SPECIALLY ELECTED to Parliament for 2 terms, according to the reforms tsa 1998. I once asked this ka nako ya ga Mme Mma Nasha, but was told that this only applies to CONSECUTIVE terms, which meant she was okay, since she had been a Constituency MP between her Specially Elected terms. The question now is if indeed this is true, what provision has made it possible for Rre Matambo to return in this capacity (especially given that nobody seems to be querying this).
