SOS!!!【AN ENDANGERED MOON BEAR IN CAPTIVITY IN OSAKA, JAPAN ON DEATH THREAT!! ALSO ALL THE WILD ANIMALS APPEAR IN OSAKA WILL BE KILLED ILLEGALLY!!!! (HISTORY) Osaka prefecture, JAPAN has been keeping a bear in captivity in a cage since 19 June 2014. Instead of complying with Japans Wildlife Protection and Hunting Law env.go.jp/en/nature/biodiv/law.html and release the bear immediately, they have kept the poor bear to date in a small transport cage without water and toilet. Initially, they put the poor bear in a sealed oil drum and kept him for 2 weeks until a charity group, THE JAPAN BEAR & FOREST SOCIETY (KUMAMORI), intervened and asked to move the bear to a cage instead. On 20 Aug 2014, Osaka prefecture decided to kill the bear. The decision is even more inexplicable as the KUMAMORI has offered to take care of the bear. There is absolutely no need to put it down. Osaka prefecture is violating the national law. Also, Moon bears are endangered specie in Japan. All the other prefectures handle these situations by the book. Moreover, Osaka has just introduced a their own new manual after this incident that they will kill any wild animals that are accidentally trapped! What a violent measures! Osaka is also known as the worst prefecture in Japan for killing all unwanted pet animals at their pounds. Please help to stop Osaka murdering this innocent life in secret which has already gone through enough tortures! We completed and delivered our first petition with 5,312 signatures to Osaka on 15 September, but they have not replied at all, and the bear is still in the narrow bear transport cage after 4 months and half! Best regards, 【Your Name & Country】 (*1) Petition sent on 15 Sep 14 Mr. Ichiro Matsi, Governor of Osaka Despite the fact it had to be released immediately in accordance with Japans Wildlife Protection and Hunting Law, the bear which was mistakenly caught for the first time in the mountain of Toyono town on 19 June 2014 has not yet been released. By confining the bear for more than three months in a narrow bear transport cage in a dark warehouse, without water, toilet or sunlight, you are inflicting cruelty on the bear. This is nothing but abuse! Despite the offer of taking over the bear by Kumanomori Association in good faith to save its life, your Livestock and Animal Welfare division notified Kumamori that they would to kill the bear As there was no offer for adoption nor place to release on 20 August. This is clearly a violation of Japans Wildlife Protection and Hunting Law and Law of Humane Treatment and Management of Animals. I should remind you that moon bears are designated as endangered species. Moreover, according to the Osaka Moon Bear Policy announced on 4 September, sometime after the incident, you stated that you will catching and kill any bears that are found or accidentally trapped in the Osaka prefecture to ensure the safety of residents and users of natural parks as the highest priority in the future. While the neighbouring prefecture governments are releasing all captured bears and continuing their efforts to preserve the ecosystem, Osaka is selfishly trying to do things in an archaic manner. What an outrage!Deviation from the national law mustnt be allowed just for Osaka Prefecture, no matter what. Many people in the world are becoming aware of this incident already, and watching the situation closely. You are also killing almost all unwanted dogs and cats in your pounds. Osaka prefecture is the worst in Japan in this regard. Together with the bear incident, people in the world are fast becoming aware of this fact. I respectfully would like to request the following based on the above facts. 1. Release the bear immediately. 2. Leave the bear in the the hands of Kumanomori Kyokai for rehabilitation until ready to be release. 3. Abolish Osaka Moon Bear Policy immediately and comply with Wildlife Protection and Hunting Law of Japan. Attached are the 5,312 signatures collected in just a few days, but I am sending it now because this is a matter of urgency. Already a brand new petition has launched, and I will send this to you as soon as its reached the target. I would be very grateful if you could give your appropriate and correct guidance to the staff to the Livestock and Animal Welfare division of Osaka prefecture.
