SOUTH SUDAN PEACE IS ELUSIVE THANKS TO UHURU AND MUSEVENI-it is now emerging that at the onset of the ceasefire negotiations in Addis Ababa,the faction led by Riek Machar had proposed RAO as an arbitrator between Machar and Kiir.this suggestion was discussed with the Kiir group where most were also agreeable to the same.it was however felt that it would be rude to invite RAO before consulting IGAD leaders.a discussion to this effect was carried out at Statehouse Nairobi in the presence of Kiir,Uhuru and Museveni.the last two were categorical that appointing RAO was an insult to their authority.Uhuru is said to have been very clear that he was against anything that would be seen as raising RAOs stature both locally and internationally.it is at this point that he floated the name of Dalmas Otieno as an alternative.....
