SOVEREIGNTY OF PEOPLE ISSUE Muslim political parties believe in democratic method of transfer of power from one government to another.However some marginal groups deny democracy because of peoples sovereignty question. There is confusion about concept of sovereignty among some people. People think sovereignty of people is not permitted in Islam. It requires explanation. The debate in the West was NOT whether God or people were sovereign. In the west the question was whether PEOPLE OR KING WAS SOVEREIGN. So there is no harm in peoples’ sovereignty under the sovereignty of Allah, whether it is mentioned or not. This matter is similar to ownership of man. Man owns car or house though we know that real owner is only Allah. We do not find any conflict in ownership of Allah and ownership of us (human) as we take ownership of Allah as granted. So in the case with sovereignty of people. Peoples sovereignty can be accepted taking Allah’s sovereignty as granted even without mentioning Allah’s sovereignty. However, it is better to mention Allah’s sovereignty or declaring Quran and Sunnah as sources of law or Islam as state religion or all these together in the constitution. Shah Abdul Hannan.
