SPCA: Council ignores guidelines on catching, exterminating stray dogs: PETALING JAYA, Sept 25 — Society for the Prevention of Cruelty to Animals (SPCA) Selangor and other NGOs want local authorities to stop cruelty to animals. This follows the disclosure of the brutality of dog catching practised by the Kajang Municipal Council (MPKj). Stray dogs were caught, strangled and beaten till they bled, only to be thrown into the trucks. A SPCA representative denounced MPKj actions as they ignored guidelines on catching and exterminating stray dogs issued by the Department of Veterinary Services (DVS) on May 2008. The guidelines clearly states that stray dogs can be caught by either one of the following methods:- a) Snare/loop/grasp — a long handle with adjustable loop, made of rope or material that causes least harm. Loop should be placed over dogs head and tightened to secure dog, not to strangle it. b) Trap or net — a cage or net with a bait to trap dogs. c) Tranquiliser gun — usage of this gun must be approved by the relevant authorities. The guidelines also state that the vehicles used to cage the dogs must have individual cells to fit all sizes of dogs, to prevent congestion and prevent any contagious disease. Fresh water must also be provided for the dogs to drink while being transported. Local councils are also responsible for the management of the pound. They must keep proper records on the capture, impounding, release and extermination of stray dogs. However, when the Malaysian Independent Animal Rescue (MIAR) president Puspa Rani visited MPKj’s pound on Monday, she was told by the officer in-charge that “there are no more dogs”. Puspa Rani said: “We don’t know what has happened to the animals, whether they were put down, or even how they were put down.” MIAR works independently to rescue stray dogs from the streets by bringing the dogs back to their facility for rehabilitation and care.
