SPECIAL REPORT: (2 October, 2014) JUBA, SOUTH SUDAN Senior Cieng-Lang traitors and failed leadership of Upper Nile State have held two separate confidential Meetings at Juba Bridge Hotel and Nile Beach Hotel from 25 September-26 September, 2014. Juba Bridge Hotel meeting was chaired by Kor Diew Gac Kuei and Nile Beach Hotel meeting was chaired by Deserter Governor Simon Kuon Puoc. TWO TOPICS FOR SEPARATE MEETINGS: [1. Proposed communal conflict between Cieng-Lang and Cieng-Nyalieth. 2. Open offices in Ethiopia’s four cities to implement communal conflict project indirectly.] The idea of creating communal conflict among Gaatmajok was to fail Dr. Machar from Ulang and Nasir counties. These two counties became the backbone of Dr. Machar movement since the war started last year. Many wars were launched from Greater Nasir Areas to Malakal. Notice, Paloch oil field was become the backbone of Kiir government as well. It was placed under serious threat because of Ulang and Nasir unity in facing Dictator Kiir regime. Nuer traitors or money-seekers designed communal conflict project and was sellable to Dictator to Salva Kiir’s office. They (traitors) were planning it (war project) for the big paycheck in return at the expense of their people. At the end of the meeting, notorious chairman Kor Diew Gac read the resolutions to the organizing committees. Also, the traitor teams presented their resolutions, at different time, to boss Salva Kiir’s office and were accepted intact. Resolutions were like these: 1. Dismantle Dr. Machar support-basis in Ulang and Nasir Counties when communal conflict becomes into reality 2. Take advantage of the communal conflict between Cieng-Lang and Cieng-Nyalieth so that unwanted Dictator Salva Kiir soldiers could establish a base in both Ulang and Nasir areas. 3. Extend the chaos to Cieng-Yol and Cieng-Wangkeac if possible. Cieng-Yol White Army will fight for Dictator Salva Kiir against Cieng-Wangkeac White Army supporting freedom fighter (Dr. Machar). 4. The resolutions suggested that dry season should be feasible time to implement this bloody war plan. Probably month of November. It added. The organizing committees were mandated by Dictator Salva Kiir to increase their speed in the process. He wanted to get resolution as soon as possible. The organizing committee asked for $350,000 thousand dollars to finance the communal conflict between Cieng-Lang & Cieng-Nyalieth. Afterward, the plan was expected to be extended to Gajaak areas. Especially, Cieng-Nyajani and Cieng-Wau who have had feuds between them. Those old wounds will be renewed in order for Dictator Salva Kiir to get his foot on the ground. Duop Puk Ter and others were suggested to oversee their communal conflict. The proposed amount was approved by illegal Presidential Advisor Telar Ring Deng and Dictator President Salva Kiir on 30 September, 2014. Then, South Sudan Central Bank released $350,000 thousand dollars for communal war project between Cieng-Lang and Cieng-Nyalieth and later to Gajaak areas as explained above. These are the master-minded of communal conflict project. At the same time, they are organizing committee members who were convening at Juba Bridge Hotel on September 25, 2014. 1. Peter Lam Both Deng 2. Former pastor, James Kan Jok Gordor 3. Gen. James Hoth Mai 4. Bol Puot Yuot 5. Gordon Buay Malek 6. Gen. Nhial Batoang 7. and among others 2. Upper Nile’s failed leadership, under Deserter Governor Simon Kun, conducted a secret meeting at Nile Beach Hotel on September 26, 2014. The dominate agenda was to establish offices in Ethiopia. The meeting was attended by failed ministers of Upper Nile State in support of implementation of communal conflict project. Simon Kun Puoc contributed $150,000 dollars for settling offices and bribing Ethiopian security personnel. They requested some help to supplement that amount from Dictator Salva Kiir’s office. The target locations to have opened their offices are including Addis Ababa, Jimma, Matu and Gambella. They are doing that purposely to have access or direct contact with ordinary Nuer civilians who are living in the vicinity of areas. Refugees in Tharpam and Lietcuor will be targeted as easy prey in term of bribing and carrying out their hidden agendas. These are the failed ministers and officials of Upper Nile State who attended the meeting in support of bloody project. 1. Atto Hoth Tuach Gatlou 2. Deng Mayian Gok 3. Dak Tap Chuol---came back to Addis to open office 4. Tut Gatchay 5. Gatwech Koang Ring--- came to refugee camp in Tharpam to bribe Nuer, but almost get killed. Likely he escaped. 6. Duop Puk Ter 7. Gatkuoth Biem—came back to Addis to open office 8. Liech Bany 9. Gatkuoth Biem—came back to Addis to open office 10. Yiei Puoc 11. Pandeng Nhial Kiir—came back to Addis to open office 12. David Buom Choat--- but left the next day for China 13. And among others Also, some of the prominent national government ministers were invited to the meeting by deserter governor Simon Kun to contribute their foreign affairs knowledge. 1. Minister of National Security Obuto Mamoor 2. Minister of Foreign Affairs Barnaba Marial Benjamin 3. Representative of Minister of Information Mr. Lual Athian WARNING: The proposed communal conflict project is not limited to Ulang and Nasir counties only, but also to other areas as well. Kor Diew Gac was nominated to oversee the communal conflict project. Later, the same modality will be used in Longechuck and Maiwut. Then, in Lou-Nuer and Bentiu-Nuer areas. HOW THE COMMUNAL CONFLICT IS GOING TO BE INSTIGATED? Cieng-Lang White Army leaders and elders will be targeted with money and materials in order to have a good relationship with Nuer traitors and make the war becomes a reality. Likewise, they will do the same elsewhere. The question remain to be answered is: Do Kor Diew Gac, the chairman of communal conflict project, and his colleagues have credibility to ignite communal conflict between Cieng-Lang and Cieng-Nyalieth?
