MASHAV: mashav.mfa.gov.il MASHAV – Israel’s Agency for International Development Cooperation - at Israel’s Ministry of Foreign Affairs was founded in late 1957, and is responsible for the design, coordination and implementation of the Sate of Israel’s development cooperation programs. MASHAV concentrates on human and institutional capacity building by sharing Israel’s own development experience and expertise, imparting know-how and transferring innovative technologies and tested methodologies adaptable to developing country needs. MASHAV’s approach is to ensure social, economic and environmental sustainable development, joining the international communitys efforts to implement the Millennium Development Goals by 2015. In events of natural disasters, MASHAV also provides humanitarian assistance and participates in reconstruction and rehabilitation efforts. About the course Crime is a phenomenon that grows every day. Society, in general, and the organizations with the mission to eradicate it in particular, are looking for new ways to deal with this problem. Therefore, the police, together with the government, have joined with their traditional ways of action and the work with the community. The joint work between parents, judges, legislators, municipal functionaries, business people, journalists, pensioners, youngsters and the youth at risk, has facilitated the police action not only from a prevention perspective, but also the enforcement of the law. Israel is a country that because of its characteristics and history, counts with a highly involved and committed volunteering service. The local Israeli police build on this and create cooperation models with the citizens. These models will be explained during the program as case studies in situ, and will work together with the foreign experience the curricular base for the development of the course. General Goals of the Course To present through the observation and analysis models for communitarian participation and involvement, that are managed and executed by the Israeli Police. The insertion of the Communitarian Police model within the Police structure Resistance from the police. Ways to insert the model in spite of the resistance from inside the police. 2. The Communitarian Policeman/ policewoman training Contents for the police area The communitarian policeman during an emergency situation. Protection of communitarian events. The communitarian policeman and youth gangs. Contents for the communitarian area The communitarian police philosophy: a police oriented towards the prevention and the solution of problems. Leadership and group management. Decision-making – Decision-making in emergency situations. Styles of management and administration. Effective communication. Creation of strategic alliances: The police and the educational system, the police and the municipality, the police and the neighborhood council, the police and the parents in the school, the police and the youth from the neighbor, the police and the elders, the police and the religious leaders, etc. Evolutional psychology (children, teenagers, youngsters, elders). Police knowledge and skills as an instrument towards the approach with the community (dog squads, special operatives, motor vehicles, etc.). Communitarian planning and programming. The development of preventive programs. The creation and strengthening of the citizen volunteers in the Police Force and the recruitment and cultivation of volunteers. Volunteering creates a mutual support between the police and the community. Mediation and alternative conflict resolution. Requirements for candidates Member of a police force, with at least three years of experience in the institution. Civil servant in the public ministry responsible of the police activity in your country, region, or municipality. In charge of formal or informal institutions, whose members or participants work together with the police (such as schools, neighbor councils, community centers, guilds). Presentations Each country will present a short report about the crime situation in their countries and the communitarian policies promoted and executed by the Police and the Authorities in general. In addition, the institutions they represent will be presented, as well as a description of the participants role within it. The presentation will consist in 3 parts: 1) Presentation of the country in general (5 minutes). 2) Presentation of the policies on crime prevention (30 minutes). 3) Questions (10 minutes). We suggest the participants to bring relevant material (reports, power point presentations, videos, maps, etc.) for the presentation. Final Project At the end of the seminar the participants will present projects based on the acquired knowledge during the course, in order to propose real solutions in their respective countries. General Information Location and accommodation at the International Institute The course will take place at the Histadrut International Institute, located 3 kilometers from the city of Kfar Sava and about 15 kilometers from Tel Aviv. The participants will be hosted at the same Center, with accommodation in double rooms with full board, including private bathroom, cable TV, AC and heat unit, computers room and WI-FI. How to apply? The candidates can get the forms from the local Israeli embassy. The procedure is taken by the Embassy, where you may receive assistance and further information. Please take into account that vacancies are limited, and only the embassy can inform of the acceptance of a candidate. Application will be closed on September 19th, 2014. Scholarships Scholarships include: full board + tuition + study visits + touristic visits + transfer from and to the airport + health insurance (not covering dental service, lenses and/or chronic diseases’ treatment). The scholarship does not include flight tickets. Please take into account that the scholarship covers from 26/10/2014 (arrival day) to 18/11/2014 (departure day). All responsibility or payments beyond these dates will be entirely on the participants ‘account. Opening ceremony: 27/10/2014 Closing ceremony: 17/11/2014 Weather – clothing The course will take place during the autumn. Average temperatures are around 15 and 24 Celsius degrees, with some rainfall. We recommend bringing appropriate clothes for the season, including warm and waterproof clothes.
