STATE PRIMARY HEALTH CARE DEVELOPMENT BOARDS ASSESSMENT The Immunization and Vaccine Access Center (IVAC), a subsidiary of John Hopkins University, Baltimore USA, recently contracted Preston Healthcare Consulting Limited based in Abuja, to carry out assessments of the State Primary Health Care Development Boards in Lagos and Niger state in Nigeria to weigh their functionality level and work towards the way forward. The National Health Bill, which was first drafted as far back as 2004, has attempted to provide a comprehensive regulatory framework for the provision of health care services at every tier of government. It prescribes the establishment of State Primary Health Care Development Boards as the administrative unit for the management of Primary care services at state level. The Primary Health Care Under One Roof (PHCUOR) Guidelines, adopted by the 54th National Council on Health in 2011, provides a framework for functionality of these agencies. The specific audit tool for assessing the level of implementation, functionality and the political context, within which the State Primary Health Care Development Boards exist, will help inform the development of a National Results Matrix as well as a colour-coded Scorecard for visual impact. The Scorecard will also allow for easy comparability between states and provide informed decision support for policy makers and funders.
