STATEMENT ON THE COLLAPSE OF BUILDING IN HURUMA, NAIROBI CITY COUNTY: His Excellency President Uhuru Kenyatta is deeply concerned by the collapse of a building in Huruma, Nairobi City County. So far, two lives have been needlessly lost while 40 people have been injured. The President has sent a message of condolence to the bereaved families. He also wishes the injured quick recovery. The Huruma building collapse is of grave concern to the Government considering that it is the second such incident in recent weeks in Nairobi. The President is appalled that the building falls in a pattern of many structures across the country, that have been constructed without adherence to the basic laws and regulations governing housing development in the country. The President has noted a proliferation of impunity on the part of developers in Nairobi and other areas. It is this impunity that ensures that developers pay no attention to procedures or supervision requirement at every stage of development – from planning to completion of construction. Kenya is a country whose foundations are built on the rule of law. Those who ignore the law with consequent disasters such as the Huruma building collapse must face the full force of the law. The President expects that the developers of the building and all others that may have been involved in its approval for construction to be investigated fully and those culpable to be charged in court. The President directs the Ministry of Lands, Housing and Urban Development, in collaboration with Nairobi City County, to conduct a comprehensive audit of all buildings in Nairobi – especially in the Eastlands area where such abuse is prevalent – to prevent similar disasters in the future. The President also urges professional bodies and academic institutions to work with the ministry in this task. The ministry has three months to report back to the President. The President also urges the Board of Registration of Architects and Quantity Surveyors and the National Construction Authority to take firm action, including deregistration, of its members found to have participated in what amounts to heinous illegal practices.
