SUBJECT: Static Closeout Dates Implemented; Change of Reporting Officials Enlisted Performance Evaluations Eliminated 1. Senior Air Force Leadership has approved the initial changes of the Enlisted Evaluation System (EES). These changes have begun the phase-in process for Airmen, with implementation of the first static closeout date (SCOD) and elimination of change of reporting official (CRO) evaluations for RegAF technical sergeants (TSgts) which began 15 August 2014. By design, SCOD and elimination of CRO evaluation changes will align all Airmen to dates that facilitate a synchronized migration to the new evaluation forms. This ensures, to the maximum extent possible, an evaluation on the new form (to rollout in 2015) that covers a minimum of 12 months. Although CRO evaluations have been eliminated, changes of reporting official are still required to be updated in MilPDS as this directly affects the Airman Comprehensive Assessment. Although all components and all grades will eventually have the same SCOD dates, this implementation will not affect Air Reserve Component (ARC) personnel at this time. A separate timeline will be established and dispatched to the field in the coming months on the implementation dates for ARC personnel. 2. Effective 15 August 2014, all RegAF TSgt evaluations now have a SCOD of 30 November 2014. This means, any RegAF Airman wearing TSgt chevrons on 30 November 2014, will receive an evaluation that closes out on the SCOD of 30 November 2014, (examples provided are NOT all inclusive): NOTE: Due to current MilPDS restrictions; updating rater changes without extending the evaluation through date will create an error because the reporting period must reflect 365 days or more when the evaluation reason is Annual. In order for the update to reflect in the system a temporary workaround is required. The Officer and Enlisted Evaluations Personnel Services Delivery Guide (PSDG) has been updated to reflect this workaround. When updating rater changes for TSgts, update the evaluation through date to reflect the 365-day period, (e.g. TSgt has a projected evaluation for 14 August 2014 through 30 November 2014 with a rater change effective date of 30 September 2014, change the evaluation through date to 13 August 2015.) Once your actions are completed, AFPC will update the evaluation through date to mirror the 30 November 2014 SCOD. a. All TSgt evaluations with closeout dates of 15 August 2014 or later already had their closeout date changed by AFPC to align with the 30 November 2014 SCOD. This means, all TSgt evaluations projected to closeout on or after 1 December 2014 will change to 30 November 2014, (e.g. current TSgt EPR projected to closeout 15 April 2015, will now have a projected evaluation with a 30 November 2014 closeout date, regardless of the number of days of supervision.). Do not process any technical sergeant reports with close out dates between 15 August 2014 and 29 November 2014. Exceptions: See paragraph 2d and 5 below. b. All RegAF TSgts whose evaluation closed out on or before 14 August 2014 will have another evaluation projected to closeout with the 30 November 2014 SCOD (e.g. current TSgt EPR closed out 13 August 2014, will now have a projected evaluation with a 30 November 2014 closeout date, regardless of the number of days of supervision.). c. All RegAF TSgts with a date of rank (DOR) on or before 30 November 2014, will have an EPR covering their performance period from the closeout date of their most current evaluation to the 30 November 2014 SCOD, (e.g. TSgt selects who sew on between 15 August 2014 and 30 November 2014, with a projected evaluation closeout date during this same time period will have their closeout adjusted to 30 November 2014.) d. RegAF TSgts who have had their COD adjusted to 30 November 2014, and are subsequently promoted or demoted prior to 30 November, will have their COD readjusted to the original date prior to the SCOD batch update. Closeout date readjustment will be the responsibility of the servicing MPS. Understand this may result in evaluations not processed within the time limits IAW AFI 36-2406. e. All RegAF TSgts in training status with a training or education course of 20 weeks (140 days) or more will no longer receive a Training Report (AF Form 475). These TSgts will have an EPR covering their performance period from the close out date of their most current evaluation to the 30 November 2014 SCOD. The unit the TSgt is administratively assigned to will be responsible for completing the SCOD evaluation. Only those comments required by AFI 36-2406, table 3.2 are mandatory. While performance accomplishments (bullets) are highly encouraged, bullets that detail a TSgts current training status meet the intent of AFI 36-2406, table 3.2., (e.g. - Assigned to 20 week retraining course; member has maintained impressive 3.7 GPA). 3. Effective 15 August 2014, all TSgt CRO evaluations are no longer authorized: a. All TSgt CRO evaluations projected between 15 August and 30November 2014, will have their closeout date aligned with the 30 November 2014 SCOD and evaluation reason changed to Annual. The losing unit may opt to complete a draft evaluation instead of a AF Form 77 and send the draft evaluation with the member, (e.g. TSgt has pending CRO due to PCA with closeout date of 1 September 2014, will now closeout in line with the 30 November 2014 SCOD.). b. This includes CRO evaluations for TSgts in PCS status with an RNLTD between 15 August and 30 November 2014. In these cases, the gaining unit will complete the evaluation with a closeout date of 30 November 2014 (e.g. TSgt with PCS RNLTD of 1 September 2014, would have a closeout date of 2 August 2014, will now have an evaluation projected for 30 November 2014.). 4. Requests to extend RegAF TSgt evaluation closeout dates between 15 August and 30 November 2014 are no longer authorized. Any extension requests with a closeout date on or before 14 August 2014, if approved IAW AFI 36-2406, para 1.13, will be extended to 30 November 2014. 5. As of 15 August 2014, Directed by Commander (DBC) evaluations are only authorized to document substandard performance and must be completed IAW AFI 36-2406, Table 3.2. When used, a TSgt will still require an evaluation to cover the performance period between the DBC closeout and the 30 November 2014 SCOD, regardless of number of days of supervision (e.g. TSgt with DBC evaluation closeout of 15 October 2014, would have an evaluation covering 16 October through 30 November 2014, 46 days of supervision.). 6. These and subsequent changes will be codified in interim changes and/or guidance memorandums to AFI 36-2406 scheduled to be published in the coming months.
