SUMMARY: Several bills have been introduced in the House and the Senate that would unfairly and unnecessarily single out IRS employees. Several bills have been introduced in the House and the Senate that would unfairly and unnecessarily single out IRS employees, including several that would increase penalties for violations of section 1203 from termination to criminal punishment that could include fines and/or imprisonment. These include: • H.R. 1950 (Rep. Turner, R-OH) — A bill to make it a crime for an IRS employee to discriminate against an individual or group on the basis of their beliefs. • H.R. 2530 (Rep. Roskam, R-IL) — A bill to require the IRS to disclose to the taxpayer when the agency has shared their tax information with another government agency and place a time limit on how long an individual can be subjected to an IRS audit. • H.R. 2531 (Rep. Roskam, R-IL) — A bill to prohibit the IRS from asking taxpayers questions regarding religious, political, or social beliefs. • H.R. 2557 (Rep. Johnson, R-TX) — A bill to make imprisonment mandatory for unauthorized disclosure of returns and return information, unauthorized inspection of returns or return information by officers and employees of the United States. • H.R. 2565 (Rep. Renacci, R-OH) — A bill to provide for the termination of employment of employees of the IRS who take certain official actions for political purposes. • S. 941 (Sen. Rubio, R-FL) — A bill to make it a crime for an IRS employee to discriminate against an individual or group on the basis of their beliefs. NTEU believes these bills are unnecessary and would have a chilling effect on the ability of IRS employees to enforce an increasingly complex tax code that has undergone more than 4,600 changes since 2001. We believe employees may be reluctant to use all the tools at their disposal to enforce the law due to fear over the excessive penalties contemplated in these bills, and will work with our supporters in the House and the Senate to make sure these bills do not become law.
