SUPERTYPHOON RUBY (Hagupit) has maintained winds of 270-320 kph but just suddenly slowed down at 18 kph only moving W-Northwest still threatening Eastern Visayas and the Southern tip of Bicol Peninsula. Agency tracks are agreeing more now on a common track around Samar-Leyte-Biliran-Masbate-Romblon (Yoning 1988, Frank 2008) or at the Bicol Peninsula and Catanduanes (Unsang 1988, Loleng 1998). Areas with Public Storm Warning Signal by PAGASA should take precaution NOW. Changes in the RUBYs track is still possible any hour along the way so be prepared all the time by boarding up windows, doors and reinforcing roofs and storing food and water to last for 3 days. RUBYs track may still change from hour to hour so please be vigilant and be updated thru the internet, radio and television.
