SVO BOOKS 3 REVENUE OFFICIALS Srinagar: State Vigilance Organisation on Saturday registered three cases against some revenue officials of Srinagar, Pulwama and Budgam districts in connection with a multi-crore land transfer scandal under the Roshni Act, a spokesman of the organisation said in a statement. The cases were registered after a Special Investigation Team pointed the multi-core scandal. “Three cases have been registered against officers of revenue department of Srinagar, Pulwama and Budgam districts and private beneficiaries regarding fraudulent and illegal transfer of land under Roshni Act,” the spokesman said. “It has emerged that the officials of revenue department with ulterior motives have illegally and in a dubious manner transferred the land in favour of hundreds of individuals illegally and by unlawful means as such the aim and objectives of Roshni Scheme has been subverted,” he said. For instance, he said rates of commercial land has been fixed as per available rates in residential areas, rates in residential areas have been fixed much lower than the prevailing market rates while residential land has been converted into Agricultural land use. Likewise institutional land has also been converted into residential land which substantially decreased the value of the land in question and revenue generated scheme under Roshni Act miserably failed and state exchequer suffered loss which could go into hundreds of corers of rupees, he said. “The scam has been assigned to district-wise specially constituted SIT to take the cases to the logical conclusion,” the spokesman said. Roshni Act was passed by the State Assembly in 2001 under which ownership rights were to be vested on occupants of state land against compensation towards the state exchequer. The then government enacted the law with the vision of raising funds for setting up power projects in the state.
