Sanitation & menace of open defecation - many water borne diseases- cholera, diarrhoea, dysentery, HepatitisA, typhoid, polio- r linked to open defecation - nearly 14% of deaths (nearly 300 thousands) among children of India under age5 r caused by diarrhoes related diseases, diarrhoea being the 2nd biggest killer in this age gp, frequent diarrhoea events lead to malnutrition & in turn in stunting in children - girls drop out of schools early due to lack of toilets in schools - ag to a document of the WBs Water& Sanitation Pgm, the economic impact of poor sanitation is about Rs2.4 trillion. - building toilets to be effective sd be converded with availability of water- a working gp report of Planning Commission recommends to synergize the drinking water & sanitation pgm, so Nirmal Bharat Abhiyan (the previous Total Sanitation Pgm) has been conjoint with National Rural Drinking Water Pgm - further construction of lavoratories sd also be accompanied with awareness pgms due to the need to change mindsets & inculcate civic sense that favours cleanliness linked with sanitation NBA TSC was launched in 1999 replacing the previous Central Rural Sanitation Pgm. The problem with it was that it was a supply driven, high subsidy & infrastructure oriented pgm. TSP was made community driven, demand driven & ppl centred sanitation pgm. It was revamped in 12th FYP when on the recommendation of A PC working gp,. it was made applicable even to APL households of SC/ST, women& physically challenged headed households, landless labourers with housesteads, marginal farmers along with all BPL households. Allocations have been raised in absolute amount with part of it linked to construction of latrines through MGNREGA.
