The decision came after the Cabinet meeting, on Tuesday, where one of the Cabinet decisions was to ask the Centre – Ministry of Road, Transport and Highways (MORTH) – for reimbursement of the amount that was spent in the reconstruction and the repair of the national highways that come within the ambit of either the BRO or the NHAI. Washed away The BRO had delayed the road repairs after the June deluge, last year, when many patches of the national highways, especially the ones leading to the Char Dhams, were either completely washed away or were damaged. Amit Singh Negi, Secretary of Public Works Department (PWD), said: “The BRO and the NHAI were unwilling to indulge in road repairs after the June 2013 deluge. A delay of two to three months in the repairs led to a Cabinet decision, after which the roads were reconstructed by the State PWD by using money from the Chief Minister’s Relief Fund.” The Haridwar highway, which is under the NHAI, and the highways in Chamoli, Rudraprayag, and Uttarkashi districts, which are under the BRO, were undertaken for repairs and reconstruction by the State PWD after September, 2013, Mr. Negi said. The State PWD spent Rs. 37 crores on the BRO road repairs, and Rs. 13 crores on the repairs of roads that come under the NHAI. The State Government wrote a letter to both the agencies asking for reimbursement. “In June the BRO responded denying the reimbursements,” Mr. Negi said, adding that the letter from the BRO suggested that the MORTH should be approached for reimbursements. The NHAI did not respond to the reimbursement request, he said. The BRO could not undertake the repair works after the June, 2013 deluge due to a fund crunch. No sanctions K.K. Razdan, Chief Engineer, Project Shivalik, BRO, said: “We did not have the sanctions for the required repair and reconstruction works.” Mr. Razdan said the BRO got the sanctions in April, 2014, whereas the work on the Char Dham routes had to finish before the Yatra started. “The Char Dham Yatra was to begin in May, so the State government took the initiative to execute some repair and reconstruction works on our roads,” Mr. Razdan said. “The reimbursement was not discussed when the State took the initiative to repair the roads.
