Saxby Chamliss has indicated that he will amend the NDAA 2014 law to authorize the Transfer of Camp Merrill from the FS to the Army via the Interchange Act. The Interchange Act is the legally authorized way to perform such land exchanges between two government entities. Doug Colllins has charged that the Interchange Act has not worked in this case. In fact Doug contends that the Army, FS and Department of Agriculture negotiated via the Interchange Act for 20 YEARS TO NO RESULT. At the end, Doug states that the Department of Agriculture wanted an additional $10 million from the Army to complete the land exchange. The Army was offering to exchange a property in the Lake Lanier area probably owned by the Corp of Engineers. Does anyone know anything about this 20 YEAR negotiation.
