Saying it takes a village to raise a child might be a bit cliché and a tad affected these days. However, I recently discovered that my state of Connecticut is the only one that has locally-administered boards that try to handle young offenders without immediately handing them over to the judicial system. The goal is to mediate problems of young offenders through community service, counseling, restitution, substance abuse treatment, etc. and are tracked by the members of the board. The objective is to take care of your own through reform and education rather than right away treat young offenders as lawbreakers. I think this is an idea that should be explored nationwide.
