Second Meth Lab Shut Down in Putnam County On Wednesday, October 22, at approximately 2:30 p.m., Putnam County Sheriff’s Office Deputies Matt McDaniel and Linda Jordan along with Sergeant Josh Reams captured fugitive Richard Sparks, 34, at 7198 Burgess Falls Road in an area south of Cookeville. While securing the home, they found drug evidence including components used in the production of methamphetamine. Two individuals were arrested in connection with the meth lab: Richard Sparks, 34, on charges of intent to manufacture of methamphetamine as well as three outstanding capias and two juvenile attachments. Sparks was booked into Putnam County Jail on $31,000 bond. He is scheduled to appear in General Sessions Court on 10/24/2014. Tonya Kelsey, 36, on a charge of intent to manufacture methamphetamine. Kelsey was booked into Putnam County Jail on $10,000 bond. She is scheduled to appear in General Sessions Court on 11/10/2014. Sheriff Farris said, “This is the second meth lab we’ve shut down in the past week. I am very proud of how our Warrants Division and Sgt. Josh Reams, who is also assigned to the U.S. Marshall’s Fugitive Task Force, are working hand in hand to locate individuals who are wanted for criminal activity. We are going to continue to vigorously pursue and capture any fugitives in our county and end their drug activity.” The investigation into this incident continues.
