Security: 1. THE PERSONNEL A private security agency is contracted to provide security for the village. 2. VEHICLE STICKERS For greater security, members are required to buy stickers annually for all their vehicles to ensure unimpeded ingress and egress. A copy of the vehicle registration certificate shall be submitted to the LGVHAI Office together with the required payment for each vehicle. Non-members may be issued stickers subject to Board approval. Members of LGVCC will be issued stickers at the same cost as the home/lot owner. The cost of the sticker may be adjusted through a board resolution. Stickers are issued in July of each year and by August; old stickers are no longer valid. A vehicle without sticker, even if owned or driven by a member, will be subjected by the gate guard to the usual policy applicable to non-members. Implementing Guidelines of LGVHAI CAR STICKER FOR HOMEOWNERS, LOTOWNERS AND LESSEE A) The applicant must be a member in good standing with LGVHAI and LGVCC. In case a member has several accounts (as a homeowner and a lotowner at the same time) he/she must be in good standing in both accounts. B) A member may avail of up to five (5) stickers for five (5) vehicles. The vehicle must be registered under the name of the member or his/her immediate dependents (husband, wife, sons and daughters) residing in his/her home. Other family members residing with the homeowner can avail only of the courtesy sticker. C) If a member requires more than five (5) stickers, the member or representative shall fill up a form at LGVHAI office and submit it to the Village Manager. This application shall be reviewed by the Security/Sticker Committee for approval. Upon approval, the member or his representative may secure the sticker from the LGVHAI office. The fee for the first 5 stickers shall be P100.00 each and an increment of One Hundred pesos (P100.00) for each additional sticker thereafter (i.e) P200.00 for the 6th vehicle, P300.00 for 7th, etc.) D) Only vehicles personally used by the member or his immediate dependents will be issued stickers. A member cannot transfer this privilege to a vehicle that he does not personally own and use. E) Commercial vehicles as well as vehicles with a gross tonnage of 4,000 kgs. shall not be issued an LGVHAI sticker. Commercial vehicle is defined as vehicle used for the purpose of business regardless of ownership. F) For residents with vehicles not registered under their name, they need to submit a written justification or notarized letter which shall be reviewed by the Security/Sticker Committee for approval. G) If a vehicle used by the Member/Lessee is company-issued/owned, the member/lessee shall secure an original certification from the company subject to review by the Security/Sticker Committee. H) A Lessee shall secure written letter of endorsement from the member-lessor who is in good standing, to be able to secure an LGVHAI sticker which shall be co-terminus with their lease in the amount of P1,000.00 per sticker. I) When a member-lessor waives his/her rights in favor of the lessee, the lessee shall become a de facto homeowner co-terminus with their lease. He/she now can avail of the sticker in the amount of P100.00/sticker (x 5 vehicles), with the obligation to pay the monthly dues of the Association. J) The member/lessee or his representative shall bring the vehicle to the LGVHAI office during office hours, together with a clear photocopy of the vehicle’s certificate of registration and updated official receipt. (Letter of endorsement from the lessor – for the lessees) LGVHAI member who are also LGVCC members, shall require a clearance from LGVCC. K) Only a registered LGVHAI representative shall install the sticker on the lower left portion of the vehicle’s windshield. Copying, removal or tampering with the LGVHAI Sticker is prohibited L) For record purposes, homeowners or lotowners must furnish the office the title or lot number of their property FOR LGVCC MEMBER A) The LGVCC member must have no outstanding account with LGVCC. A clearance slip must be secured from LGVCC prior to the issuance of LGVHAI car sticker at the LGVHAI office. B) The LGVCC member may request up to three (3) stickers only. The vehicle should be registered under the name of the LGVCC member or his/her immediate dependent as certified by LGVCC Manager. In case the vehicle is company-issued, a certification from the company should be submitted. Commercial vehicles as well as vehicles with gross tonnage of 4,000 kgs. shall not be issued stickers. C) The LGVCC member or his/her representative shall bring the vehicle to the LGVHAI office during office hours together with a clear copy of the certificate of registration and updated official receipt. The amount shall be P300.00 for the first sticker, P450.00 for the second and P600.00 for the third sticker. D) Only a registered LGVHAI representative shall install the sticker on the left lower corner of the windshield. Copying, removal or tampering of LGVHAI sticker is prohibited. A different coded LGVHAI sticker shall be issued to LGVCC members. E) Vehicles of LGVCC members shall only be allowed to access the subdivision during operating hours of the country club (8:00am-10:00pm) COURTESY STICKER A) A courtesy sticker may be issued to any individual upon a written justification or endorsement by a homeowner in good standing. B) Only one (1) courtesy sticker per resident per year may be issued. C) A resident may nominate a specific person or individual and his vehicle for a courtesy sticker. He/she must fill up a courtesy sticker request form from the LGVHAI office and submit it to the Village Manager together with a clear photocopy of the vehicle’s certificate of registration and updated official receipt. The homeowner must understand that he/she is personally liable for any act of the vehicle owner as well as any accident or infraction incurred by the same while within the premises. D) Upon approval, the resident shall inform the endorsed party that he/she may bring his/her vehicle to LGVHAI office during office hours. For the issuance of the courtesy sticker, a fee of P1,500.00 per sticker. E) If a vehicle used by the endorsed person is company-issued/owned, such individual shall secure an original certification from the company that the vehicle is issued to him/her, subject to review by the Security/Sticker Committee. F) Only a registered LGVHAI representative shall install the sticker on the lower left portion of the vehicle windshield. Copying, removal or tampering of the LGVHAI Sticker is prohibited PERSONAL HOMEOWNERS’ DRIVER / CARPOOL/ CONTRACTOR PASS STICKER A) The Driver/carpool pass sticker shall only be granted to a homeowner in good standing, residing in the village. A written justification or endorsement is required from the homeowner. B) A resident may nominate a specific person or individual and his vehicle for a driver/carpool pass sticker. He/she must fill up a driver/carpool pass sticker request form from the LGVHAI office and submit it to the Village Manager, together with a clear photocopy of the vehicle’s certificate of registration and updated official receipt. Only two (2) stickers per homeowner may be issued. The homeowner must understand that he is personally liable for any act of the vehicle owner as well as the accident or infraction incurred by the same. C) A lot owner in good standing may endorse/nominate an individual for the contractor pass sticker. He/she must fill up a contractor pass sticker request form from the LGVHAI office and submit it to the Village Manager, together with a clear photocopy of the vehicle’s certificate of registration and updated official receipt. Only two (2) stickers may be issued. The lotowner must understand that he is personally liable for any act of the vehicle owner as well as any accident or infraction incurred by the same. D) Upon approval, the resident shall inform the endorsed party that he/she may bring his/her vehicle to LGVHAI office during office hours. The amount shall be P350.00/ sticker for personal homeowners’ driver and P500.00/sticker for carpools/contractors. E) If a vehicle used by the endorsed person is company-issued/owned, such individual shall secure an original certification from the company that the vehicle is issued to him/her subject to review by the Security/Sticker Committee. F) Only a registered LGVHAI representative shall install the sticker on the lower left portion of the vehicle windshield. Copying, removal or tampering of the LGVHAI Sticker is prohibited. ANY VIOLATION of existing rules and regulations of LGVHAI or any act posing a serious threat to the safety and security of the residents or visitors of the village will lead to immediate revocation of the issued sticker. The vehicle sticker will then be removed without reimbursement. 3. GATE SECURITY 3.1 Buhangin Main Gate. This gate is open 24 hours and is manned by a guard. He is under instruction to strictly implement the sticker system whereby vehicles without the duly approved sticker will not be allowed to enter unless the driver surrenders his driver’s license or appropriate identification card. The Guardhouse may be contacted at telephone No. 222-5798. 3.2 Bacaca Gate. This gate is open from 5:00 A.M. to 10:00 P.M. only. The sticker system is likewise observed in this gate. The Guardhouse may be contacted at telephone No. 224-5304. 3.3 Entry of Visitors. No. visitors shall be allowed to enter the village after 10:00P.M. Unless a prior arrangement with the gate guard is made by the resident concerned that he is expecting a visitor or visitors. 4. ROVING GUARDS Roving guards on bicycle roam around the subdivision. At daytime, they will ensure that vendors, beggars, peddlers, solicitors and suspicious characters are driven out of the subdivision. They implement the “No Practice Driving” policy inside the Village. Should you need the help of the roving guards, please contact the Buhangin Gate Guard for assistance. 5. CURFEW HOURS FOR CONSTRUCTION WORKERS For security reason, construction workers’ curfew at night shall be at 10:00 P.M. The roving guards shall accost construction workers and other non-residents fund roaming around the subdivision after 10:00 P.M. 6. WEARING OF ID BY CONSTRUCTION WORKERS All construction workers shall be required to wear their IDs when inside the subdivision especially when they are outside of their construction area. IDs not worn will be confiscated and will incur a penalty of P.150.00 payable to LGVHAI office. 7. TOWING SERVICES The Association will engage a private towing company to tow any vehicle that intentionally blocks the gates, and all other vehicles that are stalled along the village roads that obstruct the smooth flow of traffic. 8. STREET LIGHTS The Association shall insure that the streets are well-lighted. 9. BASKETBALL COURTS/RINGS Basketball courts/rings shall not be installed along the village roads.
