Security Council Committee Concerning Libya Holds Consultations on Implementation of Resolution 2174 (2014) on 4th of Sept. 2014 On 2 September, the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya held consultations on the implementation of resolution 2174 (2014). Committee members welcomed resolution 2174 (2014) as an important and timely update to better target the sanctions to address current threats to peace and security in Libya. The members of the Committee further welcomed the efforts of Special Representative of the Secretary-General Bernardino León and other international partners, to help establish a ceasefire, facilitate political dialogue and support the work of the House of Representatives and Libyan Government in establishing an inclusive political framework as part of the democratic transition. In this regard, Committee members supported the Council’s expansion of the sanctions designation criteria in resolution 2174 (2014) to enable targeted sanctions, including asset freezes and travel bans, against individuals or entities that threaten Libya’s peace and stability or undermine its political transition. Committee members reaffirmed that existing measures enabling designation of individuals and entities violating the arms embargo continued to apply in accordance with resolution 1970 (2011). Committee members emphasized the need to ensure effective implementation of the newly reinforced arms embargo and noted that the supply, sale or transfer of arms and related materiel, including related ammunition and spare parts, to Libya in accordance with paragraph 13 (a) of resolution 2009 (2011) as modified by paragraph 10 of resolution 2095 (2013) must be approved in advance by the Committee. The members of the Committee underscored their commitment to consider taking action against individuals or entities that threaten Libya’s peace and stability or undermine its political transition, or those engaged in transferring arms and related material to or from Libya in breach of the arms embargo, pursuant to resolution 2174 (2014), irrespective of their political affiliation. The members of the Committee invited any information relating to individuals or entities engaged in actions threatening Libyan’s peace and stability or undermining its political transition to be conveyed to the Panel of Experts as soon as possible. The members of the Committee reaffirmed their strong commitment to the sovereignty, independence, territorial integrity and national unity of Libya.
